Job Overview: The position of International Consultant is focused on supporting the preparation of the 10th National Socio-Economic Development Plan (NSEDP) Financing Strategy for Laos. This role involves collaborating with various stakeholders to ensure that the financing strategy aligns with national development goals and effectively mobilizes resources. The consultant will be expected to analyze existing financing mechanisms, identify gaps, and propose innovative solutions to enhance the financing landscape for the NSEDP. The assignment is set to take place from March 21, 2025, to August 21, 2025, and requires a deep understanding of development finance, policy formulation, and strategic planning.
Duties and Responsibilities: The duties and responsibilities of the International Consultant include but are not limited to: conducting a comprehensive analysis of the current financing landscape for the NSEDP; engaging with government officials, development partners, and other stakeholders to gather insights and data; drafting the financing strategy document that outlines key financing priorities and mechanisms; providing recommendations for improving resource mobilization; facilitating workshops and discussions to validate findings and gather feedback; ensuring that the strategy is aligned with international best practices and the Sustainable Development Goals (SDGs); and preparing progress reports and presentations for UNDP and other stakeholders.
Required Qualifications: Candidates must possess a strong background in development finance, economics, or a related field. A proven track record of working with government agencies, international organizations, or NGOs in the area of financing strategies is essential. The consultant should have excellent analytical skills, the ability to synthesize complex information, and experience in policy development. Strong communication and interpersonal skills are also required to effectively engage with diverse stakeholders.
Educational Background: A Master's degree or higher in finance, economics, public policy, or a related field is required for this position. Additional certifications or training in development finance or project management would be advantageous.
Experience: The ideal candidate should have at least 5-7 years of relevant experience in development finance, strategic planning, or policy formulation. Experience working in the Southeast Asian region, particularly in Laos, is highly desirable. Familiarity with the NSEDP process and the socio-economic context of Laos will be considered an asset.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Lao language is an advantage but not a requirement. Proficiency in other languages relevant to the region may also be beneficial.
