Job Overview:
The Programme Associate role is crucial for supporting the SEMER Portfolio, which focuses on sustainable environmental management and enhancing resilience to climate change. The individual in this position will be expected to demonstrate a strong commitment to the sustainable management of Namibia's environment, addressing both local and global environmental challenges. Reporting directly to the UNDP Programme Head/Specialist, the Programme Associate will play a key role in coordinating and implementing activities under the SEMER portfolio, ensuring efficient program operations, financial oversight, and fostering strategic partnerships to achieve the portfolio's objectives. This position requires collaboration with various teams within the UNDP Namibia Country Office and other UN agencies, emphasizing the importance of teamwork and communication in achieving sustainable development goals.

Duties and Responsibilities:
The Programme Associate will be responsible for a range of duties including: assisting in the preparation and monitoring of the Country Programme Document (CPD) and Annual Work Plans (AWPs); providing support in financial management, including budget preparation and expenditure tracking; managing project financial transactions in the Quantum system; coordinating day-to-day project operations; organizing meetings and workshops; supporting procurement processes; preparing project progress and donor reports; monitoring project performance indicators; assisting in resource mobilization efforts; documenting lessons learned and best practices; and maintaining an organized filing system for project documentation. The role also involves onboarding new project team members and providing technical support during field missions.

Required Qualifications:
Candidates must possess strong project management and financial management skills, with a demonstrated ability to plan, organize, and oversee project execution. Proficiency in data management and analysis is essential, along with familiarity with procurement processes and report writing. The ideal candidate should also have competencies in knowledge management and the ability to document and disseminate best practices effectively. Additionally, the candidate should exhibit core competencies such as achieving results, innovative thinking, continuous learning, adaptability, determination, engagement, and a commitment to diversity and inclusion.

Educational Background:
A bachelor's degree in environmental science, development studies, project management, or a related field is required. Advanced degrees or certifications in relevant areas will be considered an asset, enhancing the candidate's qualifications for the role.

Experience:
Candidates should have a minimum of 2-3 years of relevant experience in project management, financial management, or a related field. Experience working with international organizations, particularly in the context of sustainable development, is highly desirable. Familiarity with UNDP's operational procedures and financial regulations will be an advantage.

Languages:
Fluency in English is mandatory, as it is the working language of UNDP. Knowledge of local languages or other UN languages would be considered an asset, enhancing communication with diverse stakeholders.

Additional Notes:
This position is a full-time role based in Windhoek, Namibia. The Programme Associate will report directly to the SEMER Head/Programme Specialist and will collaborate closely with other program and operations staff within the UNDP Namibia Country Office. The role may involve travel for field missions, with associated costs covered by UNDP.
