Job Overview:
The consultant will be responsible for developing the national policy for the promotion and protection of human rights in Burundi, along with annual action plans and evaluation mechanisms. This role involves providing strategic tools to the Ministry of Human Rights for the implementation of the action plan. The consultant will work under the supervision of the Senior Human Rights Advisor within the UN Resident Coordinator's Office in Burundi, offering technical and institutional support to the Ministry of National Solidarity, Social Affairs, Human Rights, and Gender. The position requires a comprehensive understanding of human rights issues and the ability to engage with various stakeholders to ensure effective policy development and implementation.

Duties and Responsibilities:
The consultant's responsibilities include organizing national consultations, drafting the national policy for the promotion and protection of human rights, and developing annual action plans. They will also conduct training for Ministry staff and engage in capacity-building activities on thematic aspects and planning. The consultant will support the development of programming tools for human rights dissemination, provide advice to the Ministry on resource mobilization efforts, and create strategies and action plans that include evaluation mechanisms. Additionally, they will conduct a situational analysis of human rights promotion and protection based on socio-economic, cultural, and political data, and establish the foundations of the national policy in alignment with key international and national policy documents. Practical training based on the participation of Ministry staff and involved teams in using developed strategic tools will also be part of their duties.

Required Qualifications:
Candidates must possess a higher university degree (Master's or equivalent) in human rights, political science, international relations, law, or a related field. A bachelor's degree combined with relevant professional experience may be accepted in lieu of a higher degree. Applicants should have confirmed experience in developing human rights programs or related fields, with a minimum of 7 years of professional experience in human rights, law, political science, or related areas. Knowledge of the political and social context, as well as the normative and institutional framework of Burundi, is essential. Familiarity with political, social, security, and humanitarian dynamics in the sub-region would be an asset. The ability to work independently and demonstrate excellent teamwork, coordination, and facilitation skills is desirable. Professional experience at the national or international level in policy development, strategies, and action plans is also required.

Educational Background:
A higher university degree (Master's or equivalent) in human rights, political science, international relations, law, or a related field is required. A bachelor's degree in combination with relevant professional experience may be accepted as an alternative to a higher degree.

Experience:
The position requires a minimum of 7 years of professional experience in human rights, law, political science, or related fields. Languages:
