Job Overview: The Programme Management Officer position is integral to the UN-Habitat's Climate Change and Urban Environment Team, specifically supporting Subprogramme 3, which focuses on Strengthened Climate Action and Improved Urban Environment. The role involves facilitating the implementation of the COP27 Sustainable Urban Resilience for the Next Generation (SURGe) Initiative, engaging with national and subnational governments at UNFCCC COPs, and enhancing the urban dimension of Nationally Determined Contributions (NDCs). The officer will also contribute to knowledge generation, partnerships with sister UN agencies, and urban climate change communication. The position requires a proactive approach to managing climate change diplomacy and fostering collaboration among various stakeholders, including city networks and global partners. The officer will be expected to conduct research, analyze data, and prepare reports that inform policy development and strategic planning within the organization.
Duties and Responsibilities: The Programme Management Officer will be responsible for a wide range of duties, including:
Participating in the development, implementation, and evaluation of assigned programmes/projects, monitoring progress, and analyzing outcomes.
Conducting consulting assignments, facilitating workshops, and assisting clients in developing actionable plans.
Researching and analyzing information from diverse sources to support policy development and program evaluation.
Designing data collection tools and conducting surveys to gather relevant data for analysis.
Preparing written outputs such as background papers, reports, and publications.
Providing substantive support for meetings and conferences, including preparing documents and presentations.
Conducting outreach activities and training workshops to disseminate knowledge and best practices.
Participating in field missions, providing guidance to external consultants and drafting mission summaries.
Coordinating budget and funding activities, preparing financial documents and reports. 1
Analyzing data to identify trends and patterns, utilizing data visualization methods for effective communication of insights. 1
Performing other duties as required to support the team's objectives.
Required Qualifications: Candidates must possess a strong understanding of UN Rules and Regulations, UN Habitat Project Procedures, and relevant financial rules. They should demonstrate the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities effectively. The role requires a high level of professionalism, including the ability to communicate clearly and effectively, both verbally and in writing. Candidates should also exhibit strong planning and organizational skills, with the ability to develop clear goals and allocate resources efficiently. A commitment to gender perspectives and equal participation in all areas of work is essential.
Educational Background: An advanced university degree (Master’s degree or equivalent) in urban planning, public policy, political science, environmental management, climate change management, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, enhancing the candidate's qualifications for the role.
Experience: A minimum of five years of progressively responsible experience in environmental policy development, programme/project management, or sustainable development is required. Candidates should have experience in designing and implementing urban environment or climate change initiatives. Experience in managing complex organizational issues within an international context is desirable, as is experience in implementing climate change or environmental policies at the country or organizational level. Additionally, two or more years of experience in data analytics or related fields is preferred.
Languages: Fluency in English is required for this position, as it is the working language of the United Nations Secretariat. Knowledge of French or another United Nations official language is desirable, as it can enhance communication and collaboration within the organization. Fluency is defined as being rated 'fluent' in all four areas: reading, writing, speaking, and understanding, while knowledge is defined as being rated 'confident' in two of the four areas.
Additional Notes: The appointment for this position is for an initial period of one year, with the possibility of extension based on organizational needs and performance.
