The Division of Human Resources (MTHR) is responsible for planning, acquiring, and managing human resources to effectively implement IAEA programs, delivering a full spectrum of HR services including organizational development, talent acquisition, performance management, and administration of compensation and benefits.
Job Overview: The Section Head of the HR Services Section (HSS) plays a crucial role in leading the team to implement the programmatic objectives of the HR Services Section efficiently and effectively. Reporting to the Director of Human Resources, the Section Head is responsible for developing innovative policies and streamlining existing processes to enhance human resource management across the Agency. This position requires a dynamic leader who can provide guidance and managerial support to the team, leveraging expertise in policy development, knowledge management, and process improvement. The Section Head is also expected to act as an adviser on strategic matters, policy, and complex cases related to benefits and entitlements, while mobilizing staff and resources to implement necessary changes.
Duties and Responsibilities: The Section Head is accountable for managing human resource programs and staff, catalyzing technical leadership in various HR specialty areas. Key responsibilities include leading the HR Services Section, overseeing work planning and organization, supervising the team's work, and establishing performance management indicators. The Section Head ensures that HR knowledge content is continuously updated and best practices are documented and shared. Additionally, the Section Head conducts regular reviews of policies and procedures, recommends improvements, and communicates changes to staff and management. They act as the focal point for matters related to salaries and allowances, representing the IAEA in inter-Agency committees and providing advice on complex cases. The Section Head also leads the management of the HR Service Centre, standardizing processes and ensuring efficient administration of staff conditions of service.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, law, or a related field. Alternatively, a first-level university degree (Bachelor's degree or equivalent) in the same fields, combined with four additional years of relevant work experience, may be accepted in lieu of the advanced degree. A thorough knowledge of human resources principles, management practices, and procedures in an international organization is essential. Candidates should demonstrate collaborative leadership skills and a proven track record as a transformational leader in building high-performing teams.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, law, or a related field. A first-level university degree (Bachelor's degree or equivalent) may be accepted if accompanied by sufficient relevant work experience, specifically four additional years in the field.
Experience: Candidates should have a minimum of 10 years of progressively responsible experience in human resources or a related area, with at least five years in a managerial position at the international level. Experience in a strategic partnership role, supporting and influencing senior executive leadership, is also required, with a minimum of three years in such a capacity. Knowledge of best practices in international human resources management, particularly within the private sector or UN Common System, is advantageous.
Languages: Excellent oral and written command of English is mandatory. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.
Additional Notes: The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $92,731, subject to mandatory deductions for pension contributions and health insurance. Additional benefits include a variable post adjustment, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks of annual vacation, home leave, pension plan, and health insurance.
