Job Overview:
The HR Business Partner position is a critical role within the Division of Human Resources (MTHR) at the IAEA. This role involves serving as an advisor to management on human resources matters, ensuring that organizational entities align with their programmatic needs while fostering a respectful working environment. The HR Business Partner will provide guidance on workforce planning, talent acquisition, performance management, and learning and development, collaborating closely with subject matter experts in MTHR. The position requires a proactive approach to HR strategy development, focusing on the assessment of current and projected human resources needs to support the agency's objectives. The HR Business Partner will also oversee HR processes and supervise assigned staff, ensuring effective management and development of human resources within the organization.

Duties and Responsibilities:
The HR Business Partner will be responsible for a variety of key functions, including:
  • Supporting managers in developing strategic plans to meet human resources requirements based on thorough analysis of departmental needs and budget considerations.
  • Assisting managers throughout the recruitment and talent acquisition process, providing expert advice on recruitment matters.
  • Offering guidance on performance management, HR policy, and learning and development, including coaching and disciplinary actions, in collaboration with MTHR experts.
  • Working closely with the staff relations team to enhance work relationships, morale, and productivity.
  • Managing HR processes within the area of responsibility and monitoring the effectiveness of existing HR regulations and procedures.
  • Participating in policy-making and HR working groups, contributing to the establishment of new policies as needed.
  • Building awareness of HR policies and procedures among managers and maintaining business literacy regarding the designated entities' budget and strategic plans.
  • Analyzing trends and developing solutions and best practices to address HR-related needs.

Required Qualifications:
Candidates must possess an advanced university degree or equivalent in human resources management, public or business administration, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant work experience may be considered in lieu of an advanced degree. A minimum of seven years of progressively responsible experience in human resources management, with a focus on workforce planning and recruitment, is required. Experience at an international level is essential, along with thorough knowledge of HR principles and practices in international organizations. Candidates should also have at least three years of experience in a strategic partnership role, influencing senior executive leadership. Familiarity with Enterprise Resource Planning software and recruitment software such as TALEO is advantageous.

Educational Background:
The educational background required for this position includes an advanced university degree in human resources management, public or business administration, or a related field. A first-level university degree in these areas, combined with additional relevant work experience, may also be acceptable. The emphasis is on obtaining a solid foundation in human resources principles and practices, particularly in an international context.

Experience:
The position requires a minimum of seven years of progressively responsible experience in human resources management, particularly in workforce planning and recruitment. Candidates should have experience working in international settings and possess a comprehensive understanding of HR management principles and practices. Additionally, at least three years of experience in a strategic partnership role, supporting and influencing senior executive leadership, is necessary.

Languages:
Excellent oral and written command of English is mandatory for this position. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.

Additional Notes:
The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $84,672, subject to mandatory deductions for pension contributions and health insurance. Additional benefits include a variable post adjustment, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks of annual leave, home leave travel, a pension plan, and health insurance.
