Job Overview:
The Project Officer will play a crucial role in supporting the implementation of a two-year project aimed at creating approximately 6,000 short-term cash-for-work opportunities and maintaining and rehabilitating UNRWA's installations, including schools and health clinics throughout the West Bank. The incumbent will assist the Project Manager in identifying project needs, preparing proposals, and maintaining the project's master list. This position requires regular field monitoring visits to ensure beneficiary attendance and address feedback promptly. The Project Officer will coordinate project implementation with various departments, report any delays or issues to the Project Manager, and assist in drafting progress reports. Financial monitoring and expenditure control will also be part of the responsibilities, along with supporting donor visits and performing other assigned duties. The role demands a proactive approach to project management and a commitment to achieving the project's objectives effectively and efficiently.

Duties and Responsibilities:
  • Assist the Project Manager in identifying and reviewing project needs, preparing individual project proposals, and maintaining the Field's project master list.
  • Lead the registration and selection process for Cash for Work beneficiaries.
  • Conduct regular field monitoring visits to ensure that beneficiary attendance records are accurately completed and address any feedback from beneficiaries in a timely manner.
  • Coordinate and follow up on project implementation with relevant departments, reporting any delays or problems to the Project Manager.
  • Collaborate with the concerned department to draft project progress reports and updates, collecting data and information on project implementation for inclusion in monthly monitoring reports.
  • Monitor and control financial expenditures of projects in coordination with Administrative Officers, the Field Finance Officer, and HQ Finance Department, assisting the Projects Officer in developing alternative plans for remaining funds post-project completion.
  • Support the Projects Manager during donor visits.
  • Perform other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in Business Administration, Project Management, International Relations, or other relevant disciplines. A minimum of three years of progressively responsible work experience in program monitoring, reporting, stakeholder engagement, budget expenditure tracking, data collection, community sensitization, and conducting training and meetings is required. Candidates should demonstrate strong organizational skills, attention to detail, and the ability to work collaboratively in a team environment. Additionally, candidates must have a solid understanding of project management principles and practices, as well as experience in financial monitoring and reporting.

Educational Background:
A university degree from an accredited educational institution in Business Administration, Project Management, International Relations, or other relevant fields is required for this position. This educational background is essential to ensure that the candidate possesses the necessary knowledge and skills to effectively manage and implement the projects assigned to them.

Experience:
The position requires a minimum of three years of progressively responsible relevant work experience. This experience should include program monitoring, reporting, stakeholder engagement, budget expenditure tracking, data collection, community sensitization, and conducting training and meetings. Candidates should have a proven track record of successfully managing projects and working with diverse stakeholders, demonstrating their ability to navigate complex environments and deliver results.

Languages:

Additional Notes:
The contract type for this position is a Limited Duration Contract (LDC), Band 'E', with an initial duration of one year and the possibility of extension based on funding availability, satisfactory performance, and ongoing need for the position. The monthly basic salary for this role is JOD 1,025.3
  • Other benefits include compulsory medical insurance, 30 days of annual leave prorated to the contract duration, family allowance (if applicable), two days of sick leave for each completed month of service, maternity leave (subject to eligibility), and two weeks of paternity leave (subject to eligibility).
