Job Overview: The Gender Equality Senior Advisor will play a crucial role in ensuring that gender considerations are integrated into all phases of the support packages provided by the EU-UN Global Terrorism Threats Facility. This position requires the advisor to conduct context-specific gender analyses, provide strategic guidance, and develop national capacities for gender-responsive approaches in counter-terrorism and prevention of violent extremism initiatives. The advisor will also be responsible for capacity-building activities, high-level advisory services, and improving monitoring and evaluation frameworks to ensure gender-sensitive data collection and analysis. The role is vital in aligning with the UNOCT Gender Mainstreaming Policy and Action Plan, and the advisor will work closely with various stakeholders to enhance gender equality in counter-terrorism efforts.
Duties and Responsibilities:
Provide strategic and technical guidance to ensure gender considerations are mainstreamed in all phases of support packages for Member States.
Conduct context-specific gender analyses related to thematic areas selected by Member States and provide actionable recommendations.
Offer expert advice on developing national capacities for gender analysis, ensuring inclusivity in assessments.
Conduct capacity-building activities in gender and counter-terrorism (CT) and prevention of violent extremism (P/CVE).
Provide high-level advisory services to government officials to enhance gender-responsive approaches in CT and P/CVE activities.
Advise on improving monitoring and evaluation of support packages, focusing on gender-sensitive data collection.
Review and analyze legal frameworks and policy documentation for gender responsiveness, providing technical advice as necessary.
Prepare high-quality written outputs, including analyses, presentations, training materials, and summary reports related to assignments.
Required Qualifications: Candidates must possess an advanced university degree (Master’s Degree or equivalent) in gender studies, law" style="border-bottom: 1px dotted #007bff !important;">International Law, International Relations, Public Administration, or a relevant field with at least ten years of relevant experience. Alternatively, a first-level university degree (Bachelor’s Degree or equivalent) in a similar field with twelve years of relevant experience is acceptable. Candidates should have progressively responsible experience in gender issues related to counter-terrorism and prevention of violent extremism, as well as experience in programmatic initiatives in related areas such as peacebuilding and human rights.
Educational Background: An advanced university degree (Master’s Degree or equivalent) in gender studies, International Law, International Relations, Public Administration, or another relevant field is required. A first-level university degree (Bachelor’s Degree or equivalent) is acceptable if accompanied by additional years of relevant experience. The educational background should ideally align with the responsibilities of the position, emphasizing gender studies and international relations.
Experience: Candidates should have a minimum of ten years of progressively responsible experience in gender-related issues, particularly in counter-terrorism and prevention of violent extremism. Experience in programmatic initiatives related to peacebuilding, women, peace and security" style="border-bottom: 1px dotted #007bff !important;">security, and gender equality is essential. Desirable experience includes developing and conducting capacity-building workshops and working with multilateral organizations, as well as experience in diverse country contexts.
Languages: Fluency in English, both oral and written, is mandatory. Proficiency in additional languages such as French, Arabic, or Russian is considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and contexts.
Additional Notes: The contract type is an International Individual Contractor Agreement (IICA) under a retainer modality, with a contract level of IICA-
The duration of the contract is set until 31 December 2025, subject to funds availability and satisfactory performance. The duty station is home-based, with potential field deployments. The retainer contract will specify a unit price per day worked, with payment made only after the completion of work.
