Job Overview:
The International Operations Manager (IOM) plays a crucial role in the Angola Country Office, working closely with both the operations and programmes teams to achieve the overall strategic objectives of the office. Reporting directly to the Representative, the IOM is responsible for providing leadership and guidance on all aspects of office management and operations. This includes supervising operations and administrative staff, ensuring that the Country Office (CO) is well-managed and results-oriented, and facilitating the implementation and delivery of programmes and projects. The IOM is also expected to actively participate in local inter-agency coordination groups to advocate for UNFPA's operational needs and support UN-wide initiatives. The position requires a strong commitment to the values of integrity, transparency, and excellence in programme results, as well as the ability to inspire and lead a diverse team in a challenging environment.

Duties and Responsibilities:
The IOM's responsibilities include ensuring the smooth functioning of the Country Office by serving as a member of the Country Senior Management Team, providing operational support to the Representative and programme team, and overseeing operational and staffing requirements. The IOM will participate in review meetings to assess the managerial and operational capacities of implementing partners, analyze operational aspects of project inputs, and supervise the implementation of corporate policies related to finance, procurement, and human resources. Additionally, the IOM will ensure strategic management of financial resources, maintain optimal staffing levels, oversee the provision of goods and services, manage CO assets and liabilities, and participate in UN inter-agency meetings to represent UNFPA's interests. The IOM will also supervise administrative staff, review audit findings, and foster a collaborative and performance-oriented work environment.

Required Qualifications:
Candidates must possess an advanced degree (Master’s) in business administration, public administration, finance, human resources, information technology, or a related field. They should have at least five years of progressively responsible professional experience in administration, finance, or office management. A thorough knowledge of UN Staff Rules and Regulations, HR management policies, financial rules, and procurement is essential. Strong analytical and leadership skills, along with excellent verbal and written communication abilities, are required. Proficiency in current office software applications and corporate IT systems is also necessary for this role.

Educational Background:
The educational background required for the International Operations Manager position includes an advanced degree (Master’s) in relevant fields such as business administration, public administration, finance, human resources, or information technology. This advanced education is crucial for understanding the complexities of office management and operations within the UN framework, as well as for effectively leading teams and managing resources.

Experience:
The position requires a minimum of five years of progressively responsible professional experience in areas such as administration, finance, or office management. This experience should demonstrate a strong understanding of operational management within an international context, particularly in relation to UN policies and procedures. Candidates should have a proven track record of leadership and supervision, as well as the ability to analyze and improve operational processes.

Languages:
Fluency in English is mandatory for this position, as it is the primary working language of UNFPA. Additionally, at least a basic or preferably working knowledge of Portuguese is considered an asset, although it is not mandatory if the candidate is willing to learn. Knowledge of other official UN languages, particularly French and/or Spanish, is desirable and can enhance communication within the organization and with stakeholders.
