Job Overview: The Administrative Officer will play a crucial role in the management of human resources, budget, and general administration within the IIMP. This position requires a proactive approach to human resource management, ensuring that all actions related to recruitment, placement, and performance appraisal are conducted in accordance with UN rules and procedures. The incumbent will also be responsible for overseeing the preparation and implementation of the work program and budget, ensuring that resources are utilized effectively to meet organizational objectives. The role demands a high level of professionalism and the ability to provide expert advice on various administrative matters, including conditions of service and entitlements. The Administrative Officer will be expected to produce complex reports for management and provide guidance to junior staff, thereby contributing to the overall efficiency and effectiveness of the organization.
Duties and Responsibilities: The Administrative Officer will be responsible for a wide range of duties, including but not limited to: initiating and coordinating human resource activities such as recruitment, placement, and performance appraisal; providing expert advice on staff rules and regulations; representing the department at panels and appointment bodies; leading the preparation and implementation of the work program and budget; conducting studies to improve budget reporting systems; monitoring budgetary allocations and drafting reports; implementing support services including procurement and travel; supervising a team and advising on administrative issues; producing major reports for management; analyzing data to identify trends; and performing other related duties as required. The role requires a comprehensive understanding of administrative, budgetary, financial, and human resources policies and procedures, as well as the ability to apply these in various work situations.
Required Qualifications: Candidates must possess a strong background in administration, finance, accounting, or human resources management. The position requires a minimum of seven years of progressively responsible experience in these fields, with a focus on budget preparation and justification for intergovernmental bodies. Experience in the operational setup of new entities within the UN or similar organizations is desirable, as is experience leading recruitment processes. Candidates should also have experience in utilizing data analytics to enhance decision-making and operational efficiency. The ability to apply UN administrative rules and regulations effectively is essential, along with strong analytical and evaluative skills.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of administrative and financial management within the UN framework.
Experience: The position requires a minimum of seven years of progressively responsible experience in administration, finance, accounting, or human resources management. Candidates should have a proven track record in preparing and presenting budget proposals for intergovernmental bodies, as well as experience in the operational setup of new entities within the UN or similar organizations. Experience in leading recruitment processes and utilizing data analytics for administrative decision-making is also highly desirable.
Languages: Fluency in both English and French is required, as these are the working languages of the UN Secretariat.
