Job Overview: The Humanitarian Evaluation Advisor will lead the humanitarian evaluation function within the UNFPA Independent Evaluation Office (IEO). This role involves supervising the humanitarian evaluation team, managing centralized evaluations, and engaging with partners to implement the Evaluation Policy. The advisor will be responsible for ensuring that evaluations meet high professional standards and contribute to the effectiveness of UNFPA's humanitarian assistance. The position requires a strategic mindset to enhance evaluation methods and tools, as well as the ability to represent the IEO in various forums related to humanitarian assistance. The advisor will also play a crucial role in strengthening UNFPA's position in evaluation practices within the UN system and will oversee the preparation of multi-year costed evaluation plans.
Duties and Responsibilities: The Humanitarian Evaluation Advisor will have a comprehensive set of responsibilities, including leading the humanitarian evaluation function within the IEO, conducting and managing centralized humanitarian evaluations, and strengthening the decentralized humanitarian evaluation function. Specific duties include providing strategic inputs for the development of the humanitarian portfolio, enhancing the quality of evaluation methods, representing the IEO in relevant forums, and supervising the humanitarian evaluation team. The advisor will also be responsible for developing terms of reference and budgets for evaluations, ensuring high professional standards, and collaborating with other UNFPA units and external partners. Additionally, the advisor will contribute to the mapping of country programme evaluations and support regional planning and evaluation efforts. The role requires active participation in inter-agency cooperation and contributing to the harmonization of evaluation practices across UN organizations.
Required Qualifications: Candidates must possess a Master's degree in social sciences, public health, economics, gender studies, or demography. They should have at least 10 years of experience managing complex humanitarian evaluations, particularly in gender, health, and population dynamics. Experience in conducting evaluations for UN organizations or other development agencies is essential, along with a proven track record in evaluating humanitarian operations and programs. Strong leadership and management skills are required, as well as the ability to work collaboratively with internal and external stakeholders. Knowledge of specialized evaluation software and familiarity with artificial intelligence applications in evaluation are desirable.
Educational Background: The position requires a Master's degree in a relevant field such as social sciences, public health, economics, gender studies, or demography.
