Job Overview: The consultancy aims to conduct a comprehensive evaluation of the UNFPA Mozambique Country Programme (CP) for the period 2022-202
This evaluation is crucial for enhancing accountability to stakeholders, supporting evidence-based decision-making, and fostering organizational learning. The evaluation will assess the effectiveness, relevance, coherence, efficiency, and sustainability of UNFPA's support across four thematic areas: sexual and reproductive health and rights, gender and social norms, population change and data, and humanitarian action. The evaluation will also address cross-cutting issues such as human rights and gender equality, providing actionable recommendations for future programming. The consultancy will involve a multidisciplinary team of experts who will collectively design and implement a robust evaluation methodology, ensuring that all thematic areas are adequately covered.
Duties and Responsibilities: The consultants will be responsible for conducting an independent assessment of UNFPA's support in Mozambique, focusing on the relevance, coherence, effectiveness, efficiency, and sustainability of interventions. They will evaluate the geographic and demographic coverage of humanitarian assistance and the integration of immediate support with long-term development goals. The consultants will also assess UNFPA's role in coordination mechanisms within the UN Country Team (UNCT) and the Humanitarian Country Team (HCT), providing insights to enhance collective contributions to national development. Key tasks include developing evaluation methodologies, conducting document reviews, facilitating interviews and group discussions with stakeholders, and producing various deliverables such as design reports, evaluation reports, and presentations summarizing findings and recommendations.
Required Qualifications: Candidates must possess a Master's degree in relevant fields such as public health, social sciences, or gender studies, depending on their area of expertise. They should have 5-7 years of experience in evaluations, assessments, or research in international development or humanitarian assistance. Substantive knowledge in their respective thematic areas is essential, along with familiarity with humanitarian strategies and international frameworks. Candidates must demonstrate strong analytical and problem-solving skills, excellent communication abilities, and experience working in multidisciplinary teams. Knowledge of the national development context of Mozambique and familiarity with UNFPA's mandates will be advantageous. Fluency in English and Portuguese is required.
Educational Background: The educational requirements vary by expert role: SRHR experts should have a Master's degree in public health or related fields; adolescents and youth experts should have a Master's degree in public health or social sciences; gender equality experts should have a Master's degree in gender studies or human rights law; and population dynamics experts should have a Master's degree in demography or population studies. All candidates should have a strong academic background relevant to their area of expertise, with a focus on international development and humanitarian assistance.
Experience: Candidates are expected to have 5-7 years of relevant experience in conducting evaluations, assessments, or research studies in international development or humanitarian contexts. This experience should include a demonstrated ability to apply both qualitative and quantitative data collection methods, as well as familiarity with evaluation methodologies and frameworks. Experience working in multidisciplinary teams and knowledge of the national development context of Mozambique are also important.
Languages: Fluency in written and spoken English and Portuguese is mandatory for all positions. Proficiency in additional languages may be considered an asset, particularly in the context of engaging with diverse stakeholders in Mozambique.
Additional Notes: The consultancy is expected to last for 2 months, with services delivered at the UNFPA Mozambique Country Office in Maputo. The evaluation team will work remotely using their own equipment, with UNFPA providing logistical support for data collection processes. Each consultant must submit a sample of similar work completed in the past along with their daily rate. Regular meetings with the evaluation manager and the evaluation reference group will be held to ensure quality assurance of deliverables.
