Job Overview: The Monitoring and Evaluation (M&E) Analyst position at UNFPA Afghanistan Country Office is crucial for strengthening the M&E Unit's support. The role involves providing assistance for the effective implementation of Results-Based Monitoring and Evaluation, ensuring that data collection, processing, validation, storage, and reporting are conducted transparently and accurately. The M&E Analyst will play a vital role in supporting UNFPA's strategic plan (2022-2025), which aims to end preventable maternal deaths, unmet needs for family planning, and gender-based violence. The position is set against the backdrop of a humanitarian crisis in Afghanistan, where the M&E Analyst will help enhance the availability and use of integrated sexual and reproductive health services that are gender-responsive and uphold human rights standards. The role requires a proactive approach to data management and analysis, ensuring that evidence-based recommendations are made to support programmatic decisions.
Duties and Responsibilities: The M&E Analyst will be responsible for a wide range of tasks, including developing a comprehensive monitoring plan to systematically track the country programme document, designing a robust M&E system based on existing health information systems, and creating or contextualizing standard data collection tools for M&E activities. The analyst will provide technical inputs for monitoring and tracking results against targets, assist in conducting annual and midterm reviews of projects, and support field monitoring efforts. Additionally, the M&E Analyst will oversee data collection and analysis, ensuring data quality through regular checks, and will actively participate in joint monitoring mechanisms. The role also involves designing dashboards for deeper analysis, establishing field monitoring plans, and coordinating donor-supported third-party monitoring initiatives. Training implementing partners on planning, monitoring, and evaluation will also be a key responsibility, along with updating monitoring tools and service delivery point lists as needed.
Required Qualifications: Candidates for the M&E Analyst position should possess strong analytical skills, attention to detail, and the ability to work collaboratively with diverse teams. Proficiency in data management and analysis, as well as experience with monitoring and evaluation frameworks, is essential. The ideal candidate should demonstrate adaptability and flexibility in a challenging environment, with a commitment to accountability and professionalism. Strong communication skills are also necessary for effectively conveying findings and recommendations to stakeholders.
Educational Background: A bachelor's degree in a relevant field such as public health, social sciences, statistics, or a related discipline is required. Experience: The position requires a minimum of two years of relevant experience in monitoring and evaluation, data analysis, or related fields. Experience working in humanitarian or development contexts, particularly in Afghanistan or similar settings, is highly desirable. Familiarity with UNFPA's mission and objectives, as well as experience in implementing M&E systems, will be considered an asset.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of local languages, such as Dari or Pashto, is highly desirable and will be considered an advantage for effective communication with local stakeholders.
Additional Notes: This is a national UN Volunteer assignment based in Kabul, Afghanistan. The UN Volunteer will be responsible for arranging their own housing and living essentials. The working week for the UN in Afghanistan is from Sunday to Thursday, with working hours from 7 am to 3:30 pm for national staff.
