Job Posting Organization:
The position is located within the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) of the United Nations. OIOS was established to assist the Secretary-General in fulfilling oversight responsibilities regarding the resources and staff of the Organization. It provides audit, investigation, inspection, and evaluation services. The Investigations Division specifically investigates reports of possible violations of rules, regulations, mismanagement, misconduct, waste of resources, and abuse of authority. OIOS operates globally, with a focus on ensuring accountability and integrity within the UN system.

Job Overview:
The Senior Investigator will serve as the Chief of Unit for Intake and Referrals in the Investigations Division, based in Nairobi. This role involves managing and conducting investigations into various allegations, including misconduct, fraud, and abuse of authority. The incumbent will be responsible for planning, organizing, and ensuring timely investigations, coordinating with other UN organizations, and preparing comprehensive investigation reports. The position requires travel to remote locations and may involve extended periods away from the office. The incumbent will also oversee the development and implementation of policies and procedures related to intake services and ensure compliance with UN regulations. Additionally, the role includes providing quality assurance for investigation reports and liaising with legal offices to ensure the legal sufficiency of documentation.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including: planning and managing investigations of alleged misconduct and violations; ensuring timely execution of investigations; preparing detailed reports with findings and recommendations; overseeing the development of guidance materials and policies; managing the OIOS/ID Intake Services, including the hotline and preliminary assessments; supporting the implementation of a centralized referral service; ensuring quality assurance of investigation reports; coordinating with legal offices; managing evidentiary material; and leading efforts to analyze data for decision-making. The incumbent will also supervise team members and ensure compliance with UN legal requirements.

Required Qualifications:
Candidates must possess a strong background in criminal investigation theories and methodologies, with proven abilities in evidence gathering and interviewing. The role requires excellent analytical skills to interpret data and support decision-making. Candidates should demonstrate professionalism, effective communication skills, and the ability to manage performance and lead teams. A commitment to gender perspectives and inclusivity in the workplace is essential.

Educational Background:
An advanced university degree (Master's degree or equivalent) in law or a field related to investigations is required. Alternatively, a first-level university degree in law or a related field, combined with two additional years of qualifying experience, may be accepted. Successful completion of programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of ten years of progressively responsible experience in investigatory work is required, including managerial experience. Candidates should have experience in interviewing subjects and witnesses, as well as in managing international investigation activities. Experience in intake of investigation matters, analysis of evidence, and preparation of files is essential. Familiarity with a victim-centered approach to investigations and experience in data analytics are desirable.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations. Knowledge of another UN official language, such as French, is desirable.

This position is financed by the Support Account for Peacekeeping Operations and is initially for one year, subject to budgetary approval and availability of funds.
