Job Overview:
The consultancy aims to review the Essential Services Package (ESP) Guidelines to enhance responses and strengthen referral mechanisms for adolescent girls, particularly in cases of Female Genital Mutilation (FGM) and child marriage. The consultant will assess the current ESP, which has been coordinated by UNFPA since 2018 in collaboration with various ministries and UN agencies. The objective is to ensure that the guidelines are tailored to the unique needs of adolescent girls, providing a comprehensive support system that safeguards their rights and well-being. The consultant will be responsible for developing a detailed response plan that focuses on protection, health, and legal services for these vulnerable groups, ensuring that the services are age-appropriate and responsive to the needs of both the girls and their families.

Duties and Responsibilities:
The consultant will conduct a thorough review of the current essential service package, mapping and assessing the availability and accessibility of services. They will analyze challenges, opportunities, gaps, and requirements for gender-based violence against women and girls (GBVAWG) prevention and response services specific to adolescent girls. The consultant will also review existing laws and policies affecting adolescent girls' access to essential services and assess the coordination mechanisms in place for effective service delivery. Engaging with stakeholders, including service providers, adolescent girls, and their families, is crucial for gathering insights and feedback. The consultant will design a response package that integrates protection, health, and legal services, ensuring cultural sensitivity and contextual relevance. Additionally, they will develop implementation guidelines, including a coordination framework and training materials for service providers, and establish a monitoring and evaluation framework to track the effectiveness of the response package, providing recommendations for continuous improvement.

Required Qualifications:
Candidates must possess an advanced degree in law, social sciences, or a related field, with additional coursework in Women/Gender Studies considered an asset. They should have at least 8 years of experience in preventing and responding to gender-based violence, particularly in relation to adolescent girls, child marriage, and female genital mutilation. Familiarity with the Essential Services Package and tools for preventing and responding to GBVAWG is essential. Excellent analytical, communication, and report-writing skills are required to effectively convey findings and recommendations.

Educational Background:
An advanced degree in law, social sciences, or a related field is required for this position. Additional coursework in Women/Gender Studies is considered beneficial and may enhance a candidate's qualifications.

Experience:
The position requires a minimum of 8 years of relevant experience in the field of preventing and responding to gender-based violence, with a specific focus on services for adolescent girls. Experience with issues related to child marriage and female genital mutilation is particularly important, as is familiarity with the Essential Services Package and related tools.

Languages:
Candidates must be proficient in both Arabic and English, with excellent writing skills in both languages being mandatory for effective communication and documentation.
