Job Overview: The International Consultant - Change Management Facilitator will play a crucial role in supporting UNFPA Guinea in implementing its Country Programme (CP9) and accelerating progress towards the three transformative goals outlined in UNFPA’s global Strategic Plan by 202
The consultant will be responsible for ensuring that UNFPA Guinea remains relevant and effective in its operations, adapting to changes in the internal and external environment. This position requires a strategic thinker who can manage change processes effectively, ensuring that the organization can deliver high-impact results in sexual and reproductive health services, particularly for vulnerable populations such as adolescents, women in rural areas, and individuals with disabilities. The consultant will also be involved in enhancing the recruitment strategy and processes to align with the organization's goals.
Duties and Responsibilities: The consultant will undertake a variety of tasks including drafting a Guidance Note for personnel and a Recruitment Strategy to guide the realignment exercise. They will prepare an updated Implementation Timeline, review and provide inputs to draft Job Descriptions (JDs), and manage the recruitment process including longlisting, shortlisting, and conducting interviews. The consultant will facilitate job matching exercises, familiarize themselves with e-Recruit for recruitment processes, organize meetings for the Advisory Panel, and prepare competency-based interview matrices. Additionally, they will support HR recruitment processes and submit a mission report with key recommendations at the end of the consultancy. Other HR duties related to the implementation process may also be required.
Required Qualifications: Candidates must possess a Master’s degree in social sciences, administration, or development sciences, or a Bachelor’s degree with at least 4 years of relevant experience. Proven experience in managing change management processes and human resources management is essential, along with at least two years in high-level positions within the Public or Private Administration Sector that included HR responsibilities. Excellent analytical skills and the ability to synthesize information are crucial. Familiarity with UN recruitment procedures, particularly those of UNFPA, is an asset. Fluency in French is mandatory, and proficiency in another UN official language is desirable.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as social sciences, administration, or development sciences. Alternatively, a Bachelor’s degree accompanied by significant relevant experience (4 years) is acceptable. This educational foundation is critical for understanding the complexities of human resources management and change processes within the context of UNFPA's mission.
Experience: The position requires candidates to have substantial experience in managing change management processes and human resources management. A minimum of two years in high-level positions within the Public or Private Administration Sector is necessary, with a focus on roles that included HR management responsibilities. This experience is vital for effectively navigating the challenges associated with recruitment and organizational change.

Additional Notes: The consultancy is expected to commence on February 15, 2024, and will last for a maximum of four months, excluding holidays and breaks. The consultant will be based in Conakry, with the possibility of remote work for cost-saving measures. Expected travel includes a maximum of three trips to Conakry, each lasting a minimum of 10 working days.
