Job Overview:
This consultancy is part of the CAFI PUDT project, which aims to analyze and compare existing methodologies on participatory mapping. The consultant will be responsible for conducting a thorough analysis of various participatory mapping methodologies, harmonizing these methodologies with stakeholders, and testing the harmonized methodology in selected communities within the Pool and Niari departments. The expected deliverables include detailed documents on different participatory mapping methodologies, a harmonized methodology before field testing, a final version of the methodology enriched based on community tests, a validated methodology, and a comprehensive report on the entire process. The consultant will work closely with WRI's team and engage with various stakeholders, including civil society, community leaders, and government officials, to ensure the methodology is inclusive and effective.

Duties and Responsibilities:
The consultant will undertake the following key responsibilities:
  • Conduct a documentary analysis of various participatory mapping methodologies relevant to local communities and indigenous populations.
  • Facilitate consultations with different organizations involved in participatory mapping in the Republic of the Congo.
  • Develop a harmonized methodology for participatory mapping based on existing methodologies and contributions from experts across various sectors (administrations, civil society organizations, universities, etc.).
  • Collaborate with WRI's team throughout the consultancy period.
  • Organize and conduct consultations with key experts in the region, particularly those with expertise in participatory mapping methodologies.
  • Produce a detailed document analyzing and comparing different participatory mapping methodologies.
  • Prepare meeting reports from consultations with civil society experts, community leaders, and government officials.
  • Deliver the first version of the harmonized methodology and subsequently a second version enriched through a national workshop.
  • Report on the field testing of the harmonized methodology. 1
  • Compile a final report detailing the consultancy process, expert feedback on the methodology, recommendations for improvement, relevant documents, and a list of individuals consulted. 1
  • Submit the final validated version of the participatory mapping methodology.

Required Qualifications:
The consultant must demonstrate the following qualifications:
  • A minimum of 5 years of experience in conducting participatory mapping projects.
  • Proven experience in land governance, particularly in promoting the rights of local communities and indigenous peoples.
  • A degree in social sciences (anthropology, forestry, rural sociology, rural economics, or a related field).
  • A strong understanding of and/or experience using mapping data for securing land rights.
  • Demonstrated ability to coordinate consultations with national and local stakeholders.

Educational Background:
The educational background required for this position includes a degree in social sciences, such as anthropology, forestry, rural sociology, rural economics, or a related field. This educational foundation is essential for understanding the complexities of participatory mapping and land governance.

Experience:
The position requires a minimum of 5 years of relevant experience in participatory mapping and land governance. The consultant should have a proven track record of successfully completing similar projects and engaging with diverse stakeholders.

Languages:
Fluency in French is mandatory, as the consultancy will be conducted in a Francophone context. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and access to additional resources.

  • The budget for this consultancy is between $12,000 and $15,000 USD. WRI is committed to optimizing its resources and is open to negotiating with potential partners if there are compelling reasons for additional financial resources. Proposals must include a detailed budget breakdown and a payment schedule linked to project milestones. All costs associated with the execution of the proposal, including equipment, materials, supplies, travel expenses, etc., must be clearly outlined in the budget.
