The Mali INGO forum (FONGIM) is an association recognized by the authorities in Mali, comprising 99 international NGO members. Established to enhance coordination among member INGOs, local and national authorities, the United Nations, donors, and external partners, FONGIM aims to facilitate better sharing of information and expertise. The organization focuses on creating common guidelines among its members and ensuring the effective use of humanitarian, recovery, and development resources to address the needs of the Malian population. FONGIM operates through five main pillars: Information/exchange platform, Coordination/representation/relationship with partners, Advocacy, Communication, and Capacity building.

Job Overview:
The Advocacy and Communication Manager position is a critical role within FONGIM, combining advocacy and communication responsibilities. The manager will report directly to the FONGIM Director and collaborate closely with various working groups and the FONGIM Bureau. This position requires regular travel within and outside Mali, as it encompasses activities across the country. The manager will lead the strategic advocacy efforts of FONGIM, develop and implement advocacy strategies based on the needs of the population, and coordinate advocacy efforts among members. Additionally, the manager will be responsible for developing a comprehensive communication strategy that aligns with FONGIM's advocacy goals, ensuring effective internal and external communication, and managing media relations.

Duties and Responsibilities:
The Advocacy and Communication Manager will have a diverse set of responsibilities, including leading and coordinating FONGIM's advocacy strategy, developing advocacy products, supporting members in joint policy development, and managing advocacy efforts at various levels. The manager will also oversee internal communication strategies, organize meetings with communication officers, and contribute to FONGIM's newsletter. For external communication, the manager will act as a spokesperson, develop media plans, coordinate media engagement, and manage FONGIM's social media presence. Furthermore, the manager will participate in coordination meetings and represent FONGIM in advocacy and information-gathering efforts.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in a senior management position within a humanitarian or recovery context. A Master's degree in International Relations, International law" style="border-bottom: 1px dotted #007bff !important;">Humanitarian Law, Political Sciences, Development, or Communication is required. Additionally, candidates should have a strong understanding of humanitarian law, experience in advocacy in conflict-affected countries, and knowledge of the United Nations system and integrated missions.

Educational Background:
The position requires a Master's degree in a relevant field such as International Relations, International Humanitarian Law, Political Sciences, Development, or Communication. This educational background is essential to understand the complexities of humanitarian work and advocacy in conflict zones.

Experience:
Candidates should have at least 5 years of experience in a senior management role within a humanitarian or recovery context. This experience should include a strong focus on advocacy, particularly in conflict-affected areas, and familiarity with the challenges faced in complex emergency situations.

Languages:
Fluency in both French and English, both written and verbal, is mandatory for this position. Proficiency in additional languages relevant to the region would be considered an asset, enhancing communication with diverse stakeholders.

This position is a full-time role with a contract duration of 12 months, classified as Grade 9 in the NRC scale. The location for this position is Bamako, Mali. Candidates must have the legal right to work in Mali, as the organization is unable to provide work permits or visa sponsorships.
