Job Overview:
The Integration and Trade Project Implementation Consultant will play a crucial role in supporting the Blue Economy Unit (BEU) within the Ministry of Blue Economy and Disaster Risk Management (MBEDRM) in Belize. The consultant will be responsible for implementing the Technical Cooperation (TC) BL-T1145, which aims to strengthen the policy and institutional framework for the development of the Blue Economy in Belize. This position requires a proactive and knowledgeable individual who can manage and coordinate technical activities, facilitate dialogue among stakeholders, and ensure the successful execution of project objectives. The consultant will work closely with the IDB Country Office in Belize and will be involved in various components of the TC, including policy framework development, capacity building, and stakeholder engagement.

Duties and Responsibilities:
The consultant will serve as the principal focal point for the BEU, managing all aspects of planning and project implementation related to the technical cooperation BL-T114
  • Key responsibilities include acting as the main liaison between the BEU and stakeholders, coordinating logistical arrangements for multi-stakeholder participation, monitoring project activities, reviewing deliverables from consulting firms, providing technical assistance for knowledge product development, and preparing presentations on project progress. The consultant will also support information sharing among stakeholders and ensure that project objectives are met effectively.

Required Qualifications:
Candidates must possess a minimum of a master’s degree in project management, Fisheries Management, Natural Resource Management, or a related field. Alternatively, a bachelor’s degree in one of these fields combined with five years of relevant work experience will be accepted. The ideal candidate should have at least five years of progressive experience in project management, monitoring and control, and knowledge of the blue economy and fisheries sectors. Experience in managing blue economy projects, working with multiple stakeholders, and familiarity with multilateral financing policies and procedures is highly desirable.

Educational Background:
The educational requirements for this position include a master’s degree in project management, Fisheries Management, Natural Resource Management, or a related field. In cases where a master’s degree is not held, a bachelor’s degree in a relevant field along with five years of relevant work experience will suffice. This educational background is essential for understanding the complexities of the role and effectively contributing to the development of the Blue Economy in Belize.

Experience:
The position requires at least five years of progressive experience in project management, particularly in monitoring and control, as well as a solid understanding of the blue economy and fisheries sectors. Experience in managing blue economy projects is considered a plus. Candidates should also have experience working with various stakeholders, including government entities, and should be knowledgeable about the policies and procedures of multilateral banks or international cooperation.

Languages:
Proficiency in English is mandatory for this position. This language requirement is crucial for effective communication with stakeholders and for the successful execution of project activities.
