Job Overview:
The Regional Finance Director is a key member of Action Against Hunger USA’s Regional Office for the Horn and East Africa (HEARO) team. This position is responsible for the regional leadership, management, and oversight of the financial infrastructure within the region. The role involves ensuring sound financial systems, managing the regional finance team, and developing financial reporting tools for the regional portfolio. The Regional Finance Director will also work on enhancing the capacity of the regional finance and grant teams to promote excellence and sustained growth. Reporting to the Chief Financial Officer, the director will collaborate closely with the Regional Director and the Director of Award Management and Compliance. The purpose of this role is to provide strategic financial management leadership and oversight for the Horn and East Africa region, ensuring compliance with funding agency regulations and addressing compliance issues in a timely manner. The director will prepare and oversee the preparation of reports required by Action Against Hunger and its donor agencies, including USAID, EU, ECHO, and UN.

Duties and Responsibilities:
The Regional Finance Director will oversee the implementation and review of financial policies and procedures at the regional level, ensuring that financial operations in country and regional offices are effectively managed. This includes managing the financial aspects of the grant portfolio, collaborating with country offices on funding requests, and reviewing financial reports to ensure appropriate resource utilization. The director will supervise the integration of quality financial data into Action Against Hunger USA’s financial systems and co-lead annual country finance workshops. Additionally, the director will be responsible for supervising three Regional Finance Specialists, ensuring they have the necessary skills and knowledge through coaching and training, and conducting performance appraisals. The role also involves preparing and administering the annual budget and financial reports for regional and country offices.

Required Qualifications:
Candidates must possess a Bachelor’s degree in business, accounting, or a related field, with a CPA or MBA preferred. A minimum of 5 years of progressive experience in an international humanitarian or development organization is required, including at least four years in a supervisory role, preferably in financial management at a country or regional level. Excellent English oral and written communication skills are essential, along with strong networking and liaison skills. Candidates should demonstrate the ability to manage relationships with various stakeholders and have experience in coaching and mentoring others. Organizational and time management skills, attention to detail, and the ability to remain calm under pressure are also necessary.

Educational Background:
A Bachelor’s degree in business, accounting, or a related field is required for this position. A CPA or MBA is preferred, indicating a higher level of expertise in financial management and accounting principles.

Experience:
The position requires at least 5 years of progressive experience in an international humanitarian or development organization. Candidates should have a minimum of four years in a supervisory role, with a preference for experience in financial management in a country or regional position. This experience should include managing financial operations, compliance, and reporting.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Additional language skills may be considered an asset but are not specified as mandatory for this position.

Additional Notes:
The position is full-time and requires regular attendance at least five days per week. The Regional Finance Director must be available to work outside normal office hours or on weekends as required and must be able to travel for domestic and international business purposes. The role may involve exposure to precarious settings and basic living conditions, and the employee must attest to a level of physical fitness capable of enduring physically demanding situations.
