Job Overview:
The VMMC Senior Technical Advisor will lead PSI’s initiatives under the USAID Sustaining Epidemic Control through Unified Prevention (SECURE) Activity, a five-year project aimed at providing person-centered, evidence-based HIV prevention, testing, and treatment services across Lesotho. This role is crucial in addressing and closing critical gaps in HIV prevention and treatment, working closely with the Government of Lesotho. The Advisor will oversee the scale-up of voluntary medical male circumcision services across all ten districts of Lesotho and facilitate the transition of the VMMC program to government leadership. The position requires strong project management skills to ensure successful implementation from start to finish, maintaining high standards of excellence while achieving set goals and targets within budget constraints. The Advisor will also be responsible for using evidence to enhance project design and implementation, ensuring that all phases of work are completed on time and within scope.

Duties and Responsibilities:
  • Lead the implementation of the VMMC program across Lesotho, ensuring adherence to project goals and objectives.
  • Oversee the daily operations of the project, including technical implementation, financial compliance, and administrative oversight.
  • Supervise and mentor project staff, ensuring high performance and professional development.
  • Collaborate with government entities and stakeholders to facilitate the transition of VMMC services to local leadership.
  • Monitor project performance and make necessary adjustments to improve outcomes.
  • Prepare and submit programmatic and financial reports to donors and stakeholders.
  • Develop and implement strategies for capacity building among government staff and local organizations.
  • Ensure compliance with donor regulations and organizational policies.
  • Engage in strategic planning and risk management to ensure project sustainability. 1
  • Foster relationships with key stakeholders, including government officials, partners, and donors.

Required Qualifications:
  • Medical/Nursing degree or Master’s degree in a related field.
  • At least 10 years of relevant work experience in public health or a related field.
  • Minimum of 5 years of supervisory experience.
  • At least 7 years of program management experience for global health projects in low or middle-income countries.
  • Proven success in managing complex operations under specific donor awards and procedures.
  • Strong leadership skills with the ability to collaborate across teams and motivate individuals.
  • Experience in developing the capacity of government entities and managing donor relations.
  • Excellent written and oral communication skills, with strong diplomatic abilities.

Educational Background:
Candidates must possess a Medical/Nursing degree or a Master’s degree in a relevant field. This educational background is essential for understanding the complexities of public health and the specific requirements of the VMMC program.

Experience:
The position requires a minimum of 10 years of related work experience in public health or a similar field, with at least 7 years specifically in program management for global health projects. Candidates should have a proven track record of managing complex operations and experience working in low or middle-income countries. Supervisory experience of at least 5 years is also required, along with a strong understanding of donor regulations and programmatic reporting.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and with stakeholders. Knowledge of local languages spoken in Lesotho would be advantageous but is not a strict requirement.
