Job Overview:
The consultant will play a crucial role in developing the GAVI 6.0 Country Application for Lesotho's immunization program. This position involves conducting a thorough situational analysis of the current immunization landscape, identifying gaps and opportunities for improvement, and facilitating stakeholder consultations to build consensus on strategic priorities for the 2026-2030 immunization program. The consultant will lead the drafting of the application, ensuring it aligns with GAVI's guidelines and effectively communicates Lesotho's commitment to improving immunization coverage. The role requires a deep understanding of immunization programs, stakeholder engagement, and the ability to synthesize complex information into a coherent application narrative.

Duties and Responsibilities:
The consultant will be responsible for several key phases: 1) Inception and Situational Analysis, which includes conducting meetings with stakeholders, reviewing relevant documents, and analyzing immunization program data; 2) Multi-Year Programme Planning and Costing, which involves leading consultations, developing a comprehensive immunization plan, and integrating equity considerations; 3) Application Drafting and Results Framework Development, where the consultant will draft the GAVI application, develop a results framework, and ensure stakeholder feedback is incorporated; 4) Finalization, Validation, and Submission, which includes facilitating a national validation workshop, preparing submission documentation, and conducting a formal handover of all materials. Key deliverables include reports on situational analysis, multi-year plans, costing frameworks, and the final GAVI application.

Required Qualifications:
Candidates must possess a strong background in public health, particularly in immunization programs. They should have experience in project management, stakeholder engagement, and application writing for international health funding. Familiarity with GAVI's funding mechanisms and guidelines is essential. The consultant should demonstrate excellent analytical skills, the ability to work collaboratively with diverse stakeholders, and strong communication skills to articulate complex health strategies effectively.

Educational Background:
A master's degree in public health, epidemiology, or a related field is required. Additional qualifications in health policy, international development, or project management would be advantageous. Candidates should have a solid understanding of immunization strategies and health systems strengthening.

Experience:
The position requires at least 5 years of relevant experience in public health, with a focus on immunization programs and health system strengthening. Experience working with international organizations such as WHO, UNICEF, or GAVI is highly desirable. The consultant should have a proven track record of successfully managing similar projects and engaging with government and non-government stakeholders.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Knowledge of Sesotho or other local languages would be an asset, facilitating better engagement with local stakeholders and communities.

The consultancy is expected to last for a total of 16 weeks, with a combination of in-country and remote work.
