Job Overview: The Finance Manager is responsible for leading the finance teams within the organization, ensuring compliance with HI’s standards and local regulations in the finance sector. This role involves strategic financial management and operational oversight within the designated area of responsibility. The position also includes supporting the Compliance department in relation to donor and national audits, as well as administrative and legal matters linked to the finance department. The Finance Manager plays a crucial role in ensuring the financial health and sustainability of HI’s operations in Afghanistan.
Duties and Responsibilities: The Finance Manager's duties include managing the finance team, drafting, revising, and implementing the operational strategy (Stratop) in line with HI's financial policies. The role requires overseeing compliance with HI’s financial policies, processes, and tools, as well as ensuring adherence to the legal framework of the country. Responsibilities also encompass financial and budget management, accounts management, and ensuring compliance with donor guidelines and contractual obligations. The Finance Manager is tasked with cash-flow management and facilitating the dissemination of financial standards while nurturing local talent. Additionally, the role involves emergency preparedness and response, ensuring that the finance team is equipped to handle financial challenges in crisis situations.
Required Qualifications: Candidates must have proven experience of at least 3 years in a Manager or Coordinator position in finance within a humanitarian context. A strong understanding of financial frameworks and regulations is essential, along with confirmed experience in team management. The ideal candidate should possess excellent collaboration skills and be a team player, capable of working effectively with diverse teams and stakeholders.
