Job Overview: The Finance and Budget Officer will serve as the Chief of the Finance Unit within the Budget and Finance Section of UNMISS. This role involves overseeing financial operations, ensuring compliance with UN financial regulations, and managing the budgetary processes. The incumbent will be responsible for approving financial transactions, supervising payment disbursements, and coordinating with various stakeholders to ensure the effective management of financial resources. The position requires a strong understanding of financial principles and practices, as well as the ability to analyze complex financial data and provide strategic advice to senior management. The Finance and Budget Officer will also play a key role in liaising with the Regional Service Centre and UN Headquarters to ensure the timely closure of financial periods and adherence to financial policies.
Duties and Responsibilities: The Finance and Budget Officer will undertake a variety of responsibilities, including but not limited to: acting as the Approving Officer under Financial Rules, approving payments to vendors and contractors, supervising cash operations, providing oversight of petty cash operations, coordinating cost recovery operations, analyzing accounting transactions, monitoring financial transactions, advising on audits, coordinating staff entitlements, participating in various local committees, supporting Umoja users, and acting as Officer-in-Charge in the absence of the Chief of the Budget and Finance Section. The role also involves performing other duties as assigned by the Chief, Budget and Finance Section.
Required Qualifications: Candidates must possess a strong knowledge of financial and budgetary principles, as well as experience in financial administration. The ideal candidate should demonstrate professionalism, effective communication skills, and a client-oriented approach. The ability to manage performance, delegate responsibilities, and provide feedback is essential. The candidate should also be able to work under pressure and maintain a high level of integrity and efficiency in their work.
Educational Background: An advanced university degree (Master's degree or equivalent) in business administration, public administration, risk management, finance, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience in accounting, budget, or finance may be accepted in lieu of the advanced degree.
Experience: A minimum of seven years of progressively responsible experience in finance, budget, administration, or a related area is required. Candidates should have at least three years of extensive experience in Umoja Business Planning and Consolidation (BPC) and management-level experience in supervising a team in budget or finance. Experience in cash operations management in a field mission, as well as proficiency in using SAP for transactions and Business Intelligence/Analytics tools for reporting, is also required. Experience working with international organizations in volatile or post-conflict settings is desirable.
Languages: Fluency in oral and written English is required for this position. Knowledge of French is considered an asset, as English and French are the working languages of the United Nations Secretariat.
