Job Overview: The National Consultant will be a vital member of the evaluation team responsible for assessing the 2022-2026 Government-UN Cooperation Framework in Lao PDR. The consultant will contribute to the development of the evaluation framework and methodology, ensuring that the evaluation process is thorough and comprehensive. Duties and Responsibilities: The duties and responsibilities of the National Consultant include:
Contributing to the development of the evaluation framework and methodology.
Collecting and analyzing data through various methods such as interviews, focus groups, and document reviews.
Writing and editing reports, including interpreting and presenting findings.
Presenting findings to stakeholders and supporting the team leader in coordinating the evaluation process.
Providing technical support to the team leader and ensuring that all deliverables meet quality standards and deadlines.
Documenting feedback from evaluation managers and incorporating it into the final report.
Preparing a standalone PowerPoint presentation of the final evaluation report.
Required Qualifications: The required qualifications for the position include:
A Bachelor's degree in a relevant field such as evaluation, development studies, or public policy.
An advanced university degree (Master's or PhD) in governance, public administration, development studies, political science, law, human rights, or a related field is preferred.
Strong process management skills, including facilitation and negotiation abilities.
Technical competence in conducting complex evaluations using mixed methods.
Knowledge of the UN's role, reform processes, and programming at the country level, particularly regarding the UN Cooperation Framework.
Educational Background: Candidates must possess at least a Bachelor's degree in a relevant field, with a preference for those holding an advanced degree (Master's or PhD) in areas related to governance, public administration, or development studies. This educational background is essential for understanding the complexities of the evaluation process and contributing effectively to the team's objectives.
Experience: The position requires candidates to have experience in evaluation processes, particularly in data collection and analysis.
