Job Overview:
The Consultant / Minor Construction Works Specialist will play a crucial role in planning, designing, and supervising new construction projects within the UNISFA framework. This position involves developing statements of work, bills of quantities, and drawings as part of a collaborative team effort. The specialist will also be responsible for conducting scheduled and preventive maintenance of all structures within the mission, ensuring that ongoing projects are periodically inspected using mission platforms. The role requires applying commonly used engineering practices to complete portions of larger projects related to the construction or repair of various structures, including buildings, roads, and bridges. Additionally, the specialist will be involved in developing technical data regarding materials, dimensions, quantities, and costs to be incorporated into formal specifications, thereby ensuring that all construction activities align with the mission's goals and standards.

Duties and Responsibilities:
The Consultant / Minor Construction Works Specialist will undertake a variety of tasks under the direct supervision of the Chief Facilities & Environmental Management Unit. Key responsibilities include advising on best practices for facility management and minor engineering construction works, ensuring compliance with UN regulations. The specialist will plan, coordinate, and implement repair and maintenance works for the mission's buildings and facilities, formulate Standard Operating Procedures for measuring Key Performance Indicators, and supervise performance indicators for assigned projects. The role also involves conducting needs and feasibility studies, evaluating engineering work requests, and acting as the main technical adviser on construction sites. The specialist will check plans and drawings for accuracy, oversee quality control and health and safety matters, and resolve unexpected technical difficulties. Furthermore, the specialist will participate in developing contract risk assessments and quality assurance plans, ensuring that all construction projects are completed within budget and on time while incorporating environmental improvements and sustainability.

Required Qualifications:
Candidates must possess a Bachelor’s Degree or equivalent in Building Engineering, Civil Engineering, Structural Engineering, or a related field. A minimum of 7 years of progressively responsible experience in building construction, civil and structural engineering, facilities and maintenance management, or a related field is required. Professional knowledge in the use of AutoCAD, MS Project, Revit, and ETABS is essential. Experience working in an international organization is also required, along with familiarity with methodologies for project planning, execution, and evaluation of construction standards. Knowledge of UN rules, regulations, and practices pertaining to field missions is considered an advantage.

Educational Background:
The educational background required for this position includes a Bachelor’s Degree or equivalent in a relevant engineering discipline such as Building Engineering, Civil Engineering, or Structural Engineering. This educational foundation is critical for understanding the complexities of construction projects and facility management within the context of international peacekeeping operations.

Experience:
The position requires a minimum of 7 years of progressively responsible experience in relevant fields such as building construction, civil and structural engineering, and facilities management. Candidates should demonstrate a proven track record of successfully managing construction projects and possess the ability to apply engineering principles effectively in a mission-driven environment. Experience in international organizations is highly valued, as it indicates familiarity with the unique challenges and standards of working in diverse cultural and operational contexts.

Languages:
Fluency in spoken and written English is mandatory for this position, as English is one of the working languages of the UN Secretariat. Proficiency in French is also beneficial, as it is another working language of the UN. The ability to communicate effectively in both languages will enhance collaboration and facilitate the execution of duties within the international team.
