Job Overview:
The Administrative/HR Associate position is pivotal in delivering quality HR and administrative services to both internal and external clients. This role requires a client-oriented and results-focused approach, ensuring compliance with established rules, guidelines, processes, and procedures. The Associate will report directly to the International Operations Manager and will work closely with the operations and program staff in the Country Office. The position involves supervising the receptionist and drivers, managing human resources strategically, and ensuring the effective implementation of HR policies and practices. The Associate will also be responsible for the recruitment and selection process, performance management, and providing guidance on HR-related matters to staff and project teams. This role is essential in supporting UNFPA's mission to improve reproductive health and rights, particularly in the context of the ongoing challenges posed by the Covid-19 pandemic.

Duties and Responsibilities:
The duties and responsibilities of the Administrative/HR Associate include:
  • Strategic Management of Human Resources: Ensuring proper utilization of resources, assisting CO staff in defining HR needs, managing recruitment and selection processes, overseeing personnel administration, and maintaining accurate personnel records.
  • Hiring and Management of Individual Consultants: Reviewing Terms of Reference, identifying suitable candidates, preparing contracts, and monitoring consultant performance.

  • Administrative Support: Completing HR administrative requirements, managing vehicle matters, and ensuring timely completion of mandatory courses.
  • People Management & Leadership: Organizing onboarding for new staff, providing HR guidance, and promoting local capacity building.
  • Other duties as assigned by the supervisor, including networking with HR colleagues and establishing professional contacts with stakeholders.

Required Qualifications:
The position requires completed Secondary Level Education as a minimum. A first-level university degree or higher in Human Resources Management, Business or Public Administration, international development studies, or a similar discipline is highly desirable. Candidates should have a minimum of 7 years of related work experience, familiarity with UN personnel and administrative procedures, and a proven track record in managing HR policies and systems in development organizations. Excellent working knowledge of MS Office and ERP systems is required, along with strong analytical and strategic thinking skills.

Educational Background:
Candidates must have completed Secondary Level Education. A first-level university degree or higher in Human Resources Management, Business or Public Administration, international development studies, or a similar discipline is highly desirable. This educational background is essential for understanding the complexities of HR management and administrative processes within the UN system.

Experience:
The position requires a minimum of 7 years of related work experience. Candidates should have familiarity with UN personnel and administrative procedures and the ability to interpret and explain administrative and personnel rules clearly. Proven experience in managing and implementing HR policies and systems in development organizations is essential. Experience in team collaboration and leadership is highly desirable, as is proficiency in using various software applications and ERP systems.

Languages:
Fluency in English and Portuguese is required for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders, ensuring that HR policies and procedures are clearly understood and implemented.
