Job Overview:
The position of International Consultant as the Team Leader for the Evaluation of the 2022-2026 Lao PDR UN Sustainable Development Cooperation Framework involves leading a comprehensive evaluation process. The consultant will be responsible for producing a final evaluation report that incorporates feedback from various stakeholders, including evaluation managers and reference groups. The role requires the consultant to document all responses to feedback transparently and to submit a final report that includes an executive summary, main report, annexes, and actionable recommendations. The evaluation team leader will also prepare a standalone PowerPoint presentation summarizing the evaluation findings. The work is primarily home-based with expected site travels, and the duration of the contract is from March 1, 2025, to December 31, 2025.

Duties and Responsibilities:
The duties and responsibilities of the International Evaluation team leader include leading the entire evaluation process, ensuring timely communication with the evaluation manager and management team, and highlighting progress and challenges. The team leader will be responsible for the technical quality and relevance of the evaluation, ensuring it is well-designed and methodologically sound. They will oversee the development of evaluation products, design data collection instruments, and manage data analysis. The team leader will coordinate work, develop work plans, liaise with stakeholders, and provide technical guidance to national team members. They will ensure the evaluation is conducted fairly and transparently, maintain quality assurance, and ensure internal consistency within the team. The team leader will also be responsible for delivering all expected outputs, including the final evaluation report and dissemination of findings to inform future frameworks.

Required Qualifications:
The position requires an advanced university degree (master’s or PhD) in political science, public administration, development studies, law, human rights, or a related field. Candidates must have a minimum of 8 years of experience in designing and leading evaluations of UN Cooperation Frameworks or major bilateral donor programs. Extensive knowledge and experience in qualitative and quantitative evaluation methods are essential, along with familiarity with UNEG Norms and Standards and Ethical Guidelines. Strong experience in UN programming principles, including human rights, gender equality, and sustainability, is also required. Previous experience working in Lao PDR is strongly preferred, as is expertise in at least one of the five UNCF outcome areas.

Educational Background:
