Job Overview:
The Programme Quality Research and MEL Advisor will play a crucial role in ensuring that the organization's programs are effectively monitored and evaluated. This position involves developing and implementing robust research methodologies and MEL frameworks that align with the organization's strategic objectives. The advisor will be responsible for analyzing data, generating insights, and providing recommendations to enhance program effectiveness. Additionally, the role requires collaboration with various stakeholders, including program teams, partners, and beneficiaries, to foster a culture of learning and continuous improvement. The advisor will also contribute to capacity building efforts, ensuring that staff and partners are equipped with the necessary skills and knowledge to implement MEL practices effectively.

Duties and Responsibilities:
  • Develop and implement comprehensive MEL frameworks for various programs, ensuring alignment with organizational goals.
  • Design and conduct qualitative and quantitative research to assess program impact and effectiveness.
  • Analyze data and prepare reports that communicate findings and recommendations to stakeholders.
  • Collaborate with program teams to integrate MEL practices into program design and implementation.
  • Provide technical assistance and training to staff and partners on MEL methodologies and tools.
  • Facilitate learning sessions to share best practices and lessons learned across programs.
  • Ensure compliance with donor requirements related to MEL and reporting.
  • Stay updated on industry trends and best practices in research and MEL to inform organizational strategies.

Required Qualifications:
  • Proven experience in monitoring, evaluation, and research within the development sector.
  • Strong analytical skills with the ability to interpret complex data sets.
  • Excellent communication skills, both written and verbal, with the ability to present findings to diverse audiences.
  • Experience in capacity building and training on MEL practices.
  • Proficiency in statistical software and data analysis tools.

Educational Background:
A Master's degree in a relevant field such as social sciences, public health, international development, or a related discipline is required. Additional certifications in monitoring and evaluation or research methodologies are highly desirable.

Experience:
A minimum of 5 years of relevant experience in monitoring, evaluation, and research, preferably in an international development context. Experience working with NGOs or similar organizations is an advantage.

Languages:
Fluency in English is mandatory. Knowledge of Swahili or other local languages is considered an asset and would be beneficial for effective communication with local stakeholders.

This position is full-time and may involve occasional travel to program sites.
