Job Overview:
The Programme Associate position is crucial for the effective delivery of the Climate Change, Energy and Environmental Management portfolio at UNDP. The role involves managing data, supporting program implementation, and ensuring compliance with UNDP regulations. The Programme Associate will work closely with various stakeholders, including operations and project staff, to facilitate the design, planning, and management of the country program. This position requires a client-oriented approach and the ability to navigate complex finance-related issues while promoting collaboration across multidisciplinary teams. The Programme Associate will also contribute to the development of strategies aimed at enhancing climate resilience and sustainable livelihoods in Afghanistan, addressing the pressing humanitarian challenges faced by the population.

Duties and Responsibilities:
  • Support the formulation of program strategies and implementation of the portfolio by providing background information for project preparation, establishing baselines, milestones, and targets.
  • Manage the portfolio effectively by creating projects in the ERP system, preparing budget revisions, tracking financial resources, and ensuring operational and financial closure of projects.
  • Provide guidance to implementing partners on project implementation and contribute to managing digital technology solutions for scalability and sustainability.
  • Monitor program performance indicators, prepare reports, and implement corporate results-based management tools.
  • Identify programmatic bottlenecks and propose solutions, preparing for audits and supporting the implementation of audit recommendations.
  • Analyze donor information, prepare donor profiles, and track mobilized resources to support partnership and resource mobilization strategies.
  • Organize training for program and operations personnel, compile lessons learned, and contribute to knowledge networks and digital platforms.

Required Qualifications:
  • Secondary education is required; a university degree in Business Administration, Public Administration, Economics, Political Sciences, or Social Sciences is preferred.
  • A minimum of 6 years of relevant administrative or program experience with secondary education or 3 years with a bachelor’s degree is required.
  • Proficiency in using office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP is essential.
  • Experience working with UNDP or another UN agency is an asset, along with the ability to review and edit documents and produce meeting reports.
  • Previous experience in resource mobilization and climate or energy-related programs is desirable.

Educational Background:
The position requires secondary education as a minimum. A bachelor's degree in relevant fields such as Business Administration, Public Administration, Economics, Political Sciences, or Social Sciences will be considered an advantage but is not mandatory.

Experience:
Candidates must have a minimum of 6 years of progressively responsible administrative or program experience at the national or international level if they possess secondary education. If they hold a bachelor's degree, a minimum of 3 years of relevant experience is required. Experience in climate or energy-related program work, budget expenditure tracking, and processing is highly desirable.

Languages:
Fluency in English is mandatory, along with proficiency in either Dari or Pashto. These language skills are essential for effective communication and collaboration within the context of the role.

Additional Notes:
The initial appointment is for 12 months, contingent upon successful completion of a probationary period. UNDP emphasizes a zero-tolerance policy towards sexual exploitation and misconduct, and all selected candidates will undergo rigorous reference and background checks.
