Job Overview: The position of National Expert on Capacity Development involves providing expert advice and support to enhance the capacity of national institutions in Albania. The expert will be responsible for assessing the current capacity levels, identifying gaps, and developing tailored strategies to strengthen institutional frameworks. This role requires a deep understanding of capacity development principles and practices, as well as the ability to engage with various stakeholders, including government officials, civil society, and international partners. The expert will also be expected to contribute to the design and implementation of capacity-building initiatives, ensuring alignment with national development goals and UNDP's strategic priorities.
Duties and Responsibilities:
Conduct comprehensive assessments of the capacity of national institutions in Albania, identifying strengths and weaknesses.
Develop and implement capacity development strategies and action plans tailored to the needs of specific institutions.
Facilitate workshops, training sessions, and seminars to enhance the skills and knowledge of personnel in national institutions.
Collaborate with government officials, civil society organizations, and international partners to promote a coordinated approach to capacity development.
Monitor and evaluate the effectiveness of capacity-building initiatives, providing recommendations for improvement.
Prepare detailed reports and presentations on capacity development activities and outcomes for stakeholders.
Stay updated on best practices and trends in capacity development, integrating innovative approaches into the work.
Required Qualifications:
Proven expertise in capacity development, with a strong understanding of institutional frameworks and governance.
Excellent analytical and problem-solving skills, with the ability to assess complex situations and propose effective solutions.
Strong communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders.
Demonstrated experience in designing and delivering training programs and workshops.
Familiarity with the socio-political context of Albania and the challenges faced by national institutions.
Educational Background: A master's degree in public administration, international development, social sciences, or a related field is required. Additional certifications in capacity development or related areas will be considered an asset.
Experience: A minimum of 5 years of professional experience in capacity development, institutional strengthening, or related fields is required. Experience working with UN agencies or international organizations is highly desirable, as is experience in the Albanian context or the broader Balkan region.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Albanian is highly desirable, and proficiency in other languages relevant to the region would be an asset.
Additional Notes: This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The position is full-time, and candidates may be recruited nationally or internationally. Compensation will be commensurate with experience and in line with UNDP's policies.
