Job Overview:
The Programme Analyst will support the implementation and management of the Sustainable Livelihood and Resilience portfolio of UNDP in Afghanistan. This role involves analyzing political, social, and economic trends, leading the formulation, management, and evaluation of program activities, and providing policy advice services. The Programme Analyst will collaborate closely with various stakeholders including UN agencies, government officials, and civil society to ensure the successful implementation of UNDP programs. The position requires a strong understanding of the socio-economic landscape of Afghanistan and the ability to translate UNDP priorities into local interventions that address the unique challenges faced by the population.

Duties and Responsibilities:
The Programme Analyst will be responsible for a wide range of duties including:
  • Supporting the formulation and implementation of UNDP program strategies and policies.
  • Analyzing the political, social, and economic situation in Afghanistan and contributing to the UN Common Country Assessment and Sustainable Development Cooperation Framework.
  • Ensuring effective management of the portfolio and its projects, focusing on quality assurance and risk management.
  • Overseeing planning, budgeting, implementation, and monitoring of assigned portfolio areas.
  • Supporting the identification and management of implementing partners, ensuring compliance with UNDP rules and regulations.
  • Preparing and aggregating reports on activities, outputs, and outcomes, including donor and corporate reports.
  • Developing partnerships with UN agencies, international financial institutions, government institutions, and civil society.
  • Providing top-quality advisory services and facilitating knowledge building and management.
  • Supervising the Programme Associate and ensuring effective team collaboration.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in Development, Business Administration, Public Administration, Economics, Political Sciences, or Social Sciences. Alternatively, a first-level university degree (bachelor’s degree) combined with an additional two years of qualifying experience will be considered. Relevant experience at the national and/or international level in providing management advisory services, and hands-on experience in design, monitoring, and evaluation of development programs is essential. Experience with UNDP or another UN agency is an asset, along with proven program and project management experience.

Educational Background:
An advanced university degree (master's degree or equivalent) in a relevant field is required. A first-level university degree (bachelor’s degree) with additional qualifying experience may also be considered. Candidates should have a strong academic background related to the portfolio of work, demonstrating knowledge in areas such as sustainable livelihoods, private sector development, and resilience.

Experience:
A minimum of 2 years of relevant experience is required for candidates with a master’s degree, or 4 years for those with a bachelor’s degree. This experience should include providing management advisory services, and hands-on experience in the design, monitoring, and evaluation of development programs. Proven experience in results-based management and familiarity with the program and project cycles is essential. Experience in developing implementation plans and project documents in the areas of Sustainable Livelihoods and Resilience is highly desirable.

Languages:
Fluency in English is mandatory, along with fluency in Pashto and/or Dari. These language skills are crucial for effective communication and collaboration within the context of the role.

Additional Notes:
The position is contingent upon the successful completion of a probationary period, which lasts for 12 months. UNDP emphasizes a zero-tolerance policy towards sexual exploitation and misconduct, and all selected candidates will undergo rigorous reference and background checks.
