Job Overview: The position involves providing consultancy services for technical training at both institutional and community levels, specifically focusing on differential approaches to the regulations governing the operation of the Agrarian and Rural Jurisdiction in the municipalities of Carmen de Bolívar, San Juan de Nepomuceno, and Zambrano, located in the Caribbean region and the Montes de María subregion of the Bolívar department. The consultant will be expected to design and implement training programs that cater to the specific needs of these municipalities, ensuring that the training is relevant and effective in enhancing the capabilities of local institutions and communities. The role requires a deep understanding of the legal frameworks and operational guidelines pertaining to agrarian and rural jurisdictions, as well as the ability to engage with diverse stakeholders to facilitate knowledge transfer and capacity building.
Duties and Responsibilities:
Conduct a comprehensive needs assessment to identify the training requirements of local institutions and communities regarding the Agrarian and Rural Jurisdiction.
Develop tailored training materials and programs that address the specific needs identified in the assessment.
Facilitate training sessions and workshops for institutional staff and community members, ensuring active participation and engagement.
Collaborate with local authorities and stakeholders to promote the training initiatives and ensure alignment with local development goals.
Monitor and evaluate the effectiveness of the training programs, making necessary adjustments based on feedback and outcomes.
Prepare detailed reports on training activities, participant feedback, and overall impact on local capacities.
Provide ongoing support and guidance to participants post-training to reinforce learning and application of knowledge.
Required Qualifications:
A professional degree in Law (Abogado) with a valid professional card.
Proven experience in conducting training and capacity-building programs, particularly in legal and regulatory frameworks.
Strong understanding of the Agrarian and Rural Jurisdiction in Colombia, including relevant laws and regulations.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse audiences.
Demonstrated ability to work collaboratively with local authorities, communities, and other stakeholders.
Proficiency in designing training materials and methodologies that cater to adult learning principles.
Educational Background: Candidates must possess a professional degree in Law (Abogado) and hold a valid professional card, which is essential for practicing law in Colombia. Additional qualifications in education, social sciences, or related fields may be advantageous but are not mandatory.
Experience: The position requires candidates to have a significant level of experience in legal consultancy, training, and capacity building, particularly in the context of agrarian and rural law. A minimum of 3-5 years of relevant experience is preferred, with a proven track record of successfully implementing training programs and working with local communities and institutions.
Languages: Fluency in Spanish is mandatory, as all training and communication will be conducted in this language. Proficiency in English or other languages may be considered an asset but is not required for this position.
Additional Notes: The consultancy assignment is expected to last for a period of 5 months. This position is classified as an individual contractor role, which may involve flexible working hours and the possibility of remote work depending on the specific tasks and requirements.
