The United Nations Development System was restructured under the leadership of the UN Secretary-General on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a pivotal role in this reform, supporting countries in their development priorities and the attainment of the SDGs. The UN RCO in Maputo, Mozambique, operates under the guidance of the UN Resident Coordinator, who is the highest-ranking official of the UN Development System at the country level.

Job Overview:
The Associate Development Coordination Officer, Data Management and Results Monitoring/Reporting is tasked with providing substantive support for the development and implementation of the UNCT's data and research strategies. This includes assisting in the design and execution of data strategies aligned with the Country Common Analysis (CCA) and the UN Sustainable Development Cooperation Framework (UNSDCF). The role involves empirical analysis, data mining, and visualization to aid the Resident Coordinator and UNCT in creating reports on sustainable development topics. The officer will also compile and analyze information on new data sources and tools, provide analytical support for the achievement of the SDGs, and contribute to the development of research tools and methodologies. Additionally, the officer will assist in developing strategic research partnerships and undertake monitoring and reporting of UNCT results under the UN Development Assistance Framework (UNDAF). Knowledge management and capacity development related to data and monitoring are also key components of this position.

Duties and Responsibilities:
  • Provide substantive support for the development and implementation of UNCT data and research strategies, including empirical analysis and data visualization.
  • Assist in developing and expanding strategic research and data partnerships with UN entities, government counterparts, and research institutions.
  • Undertake monitoring and reporting of UNCT results under the UNDAF, including preparing monitoring and evaluation frameworks.
  • Support knowledge management and capacity development related to data and monitoring, sharing best practices, and contributing to thematic activities and knowledge-sharing forums.
  • Document requirements and background information for data analysis and perform other relevant duties as assigned.

Required Qualifications:
Candidates must possess knowledge and understanding of sustainable development theories and concepts, the ability to identify data sources, and undertake research and analysis. They should demonstrate professional competence, efficiency in meeting commitments, and the ability to incorporate gender perspectives in their work. Strong planning and organizing skills, as well as teamwork capabilities, are essential.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, information management, statistics, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in data analytics, business analytics, or data science programs is an advantage.

Experience:
A minimum of two years of progressively responsible experience in providing strategic support to research and data analysis, knowledge management, or project/programme management in development cooperation is required. At least one year of experience in data analytics or data science is desirable. Experience in the UN, NGO, or similar international organizations is also desirable, particularly in research, data analysis, and preparing recommendations for senior management. Experience in monitoring and evaluation strategies and reporting results at various levels is preferred.

Languages:
Fluency in oral and written English and Portuguese is required. Knowledge of another official United Nations language is an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while 'knowledge of' indicates a rating of 'confident' in two of the four areas.
