Job Overview: The Human Resources Officer will work under the general guidance of the Director of Human Resources, performing essential functions related to the development, formulation, and revision of human resource management (HRM) policies, guidelines, procedures, and practices. The incumbent will serve as the principal focal point for the Staff Association Committee on all HR-related issues and will actively participate in recruitment activities. This role requires a comprehensive understanding of HR policies and practices, particularly within the context of the UN system, and involves the design and implementation of innovative HR strategies to enhance organizational performance. The officer will also be responsible for monitoring best practices in HR management and ensuring compliance with UN regulations.
Duties and Responsibilities:
Policy Analysis: Develop and revise HR policies and procedures in line with ICSC and UN common system changes; assess existing policies for adequacy and propose necessary amendments; monitor best practices in the UN system; research regulations and practices of non-UN entities for potential improvements; design and implement HR strategies and initiatives; prepare reports for management.
Technical Functions: Create communication materials; review HR service contracts; manage HR data for decision-making; develop proactive recruitment strategies; prepare reports for the Council of Administration; provide guidance on HR administrative matters.
Staff Counselling: Advise management on staff welfare concerns; assist in conflict resolution; collaborate with the Social Fund and other entities.
Internal Relations: Represent the organization in negotiations; promote collaboration across directorates; act as a focal point for thematic areas; represent the Director in committees as needed.
External Relations: Represent UPU in inter-agency meetings; promote networks with senior colleagues in other UN organizations; respond to inquiries regarding UPU HR policies.
Required Qualifications: Candidates must possess strong knowledge of HR policies and procedures related to recruitment, entitlements, allowances, and grants. Familiarity with UN HR policies is essential. Candidates should demonstrate ethics and integrity, possess excellent communication skills, and have strong analytical abilities. The ability to present information clearly and logically, both orally and in writing, is required.
Educational Background: An advanced university degree (Master's or equivalent) in human resources management, international relations, law, social science, business administration, organizational design, or a related field is required. Alternatively, a first university degree (Bachelor's or equivalent) in the same fields plus two years of professional experience is acceptable.
Experience: Candidates with an advanced university degree must have a minimum of seven years of professional experience in human resources management within a multicultural environment. Those with a first university degree must have at least nine years of relevant experience. Experience within the UN Common System is desirable but not mandatory.
Languages: Fluency in English or French is mandatory, with knowledge of the other language considered an advantage. Proficiency in additional languages may also be beneficial.
Additional Notes: The position offers an annual salary of 77,326 USD (net of tax), with a post adjustment of 83.6% subject to fluctuations due to currency exchange rates. The contract is a fixed-term appointment for a duration of three years, with a scheduled start date as soon as possible.
