Job Overview:
The position of Legal Consultant on E-Services Development is crucial for the UNDP's efforts in enhancing digital services in Ukraine. The consultant will be responsible for providing legal expertise and guidance on the development and implementation of e-services, ensuring compliance with national laws and international standards. The consultant will work closely with various stakeholders, including government agencies, to facilitate the integration of legal frameworks that support e-services. This role requires a deep understanding of both legal principles and the technological aspects of e-services, as well as the ability to communicate effectively with diverse audiences. The consultant will also be expected to contribute to capacity-building initiatives and provide training to relevant personnel on legal matters related to e-services.

Duties and Responsibilities:
  • Provide legal advice on the development and implementation of e-services in Ukraine, ensuring compliance with applicable laws and regulations.
  • Draft and review legal documents, contracts, and agreements related to e-services development.
  • Collaborate with government agencies and other stakeholders to establish legal frameworks that support the effective delivery of e-services.
  • Conduct legal research and analysis on issues related to e-services, including data protection, privacy, and cybersecurity.
  • Develop training materials and conduct workshops for government officials and other stakeholders on legal aspects of e-services.
  • Monitor and evaluate the legal implications of e-services initiatives and provide recommendations for improvement.
  • Prepare reports and presentations on legal matters related to e-services for UNDP and its partners.

Required Qualifications:
  • A degree in law from a recognized university.
  • A minimum of 5 years of professional experience in legal consulting, particularly in the area of e-services or digital law.
  • Strong knowledge of Ukrainian laws and regulations related to e-services, data protection, and privacy.
  • Proven experience in drafting legal documents and providing legal advice to government agencies or international organizations.
  • Excellent analytical and problem-solving skills, with the ability to work independently and as part of a team.

Educational Background:
Candidates must possess a law degree from an accredited institution. Additional qualifications or certifications in digital law, data protection, or related fields will be considered an asset.

Experience:
The ideal candidate should have at least 5 years of relevant experience in legal consulting, particularly in the context of e-services development. Experience working with government agencies or international organizations is highly desirable. Familiarity with the legal and regulatory environment in Ukraine, especially concerning digital services, is essential.

Languages:
Fluency in Ukrainian and English is mandatory. Knowledge of additional languages, particularly Russian, is considered an advantage.

This position is a national contract based in Kyiv, Ukraine, with an assignment period from March 1, 2025, to December 202
  • The consultant will be expected to submit proposals in UAH or USD, but the contract will be finalized in UAH. The role is full-time, and the consultant will be required to work closely with UNDP and other stakeholders throughout the assignment.
