Job Overview: The consultant will play a crucial role in validating and collecting public finance data for Pakistan, ensuring that the data is accurate and accessible for stakeholders. This position requires a meticulous approach to data collection and analysis, particularly in the context of public financial management. The consultant will work under the guidance of the Social Policy Specialist in UNICEF ROSA and will be responsible for three main deliverables: collecting budget and expenditure data for Pakistan, validating public finance and macroeconomic data across South Asia and East Asia and Pacific, and migrating the validated data to a new data collection template. This role is essential for supporting UNICEF's mission to improve the use of public social sector budgets for the benefit of children.
Duties and Responsibilities:
Collect budget and expenditure data for Pakistan within a specified timeframe of 5 days.
Validate public finance and macroeconomic data collected across South Asia and East Asia and Pacific, ensuring accuracy and proper referencing over a period of 20 days.
Migrate the validated data to a new budget and expenditure data collection template and develop metadata for each data series within 15 days.
Collaborate with the UNICEF team to ensure comprehensive data collection and validation processes.
Maintain meticulous records of data sources and methodologies used in the analysis.
Prepare reports summarizing findings and recommendations based on the data analysis.
Ensure compliance with UNICEF's standards for data quality and integrity throughout the consultancy.
Required Qualifications:
A master’s degree in economics, public finance, or a related field.
A minimum of three years of relevant professional experience in collecting and analyzing economic and public financial data.
Excellent written and verbal communication skills, with the ability to present complex data clearly and effectively.
Strong analytical skills and attention to detail, particularly in the context of public finance.
Educational Background: Candidates must possess a master’s degree in economics, public finance, or a related field. This educational background is essential for understanding the complexities of public financial management and economic analysis, which are critical for the role.
Experience: The position requires a minimum of three years of relevant professional experience. Candidates should have demonstrated experience in collecting and analyzing economic and public financial data, which is crucial for the successful execution of the consultancy tasks. Previous work with government public financial data is highly desirable.
