Job Posting Organization:
The United Nations Development Coordination Office (DCO) was established following the United Nations General Assembly's Resolution A/RES/72/279, which endorsed its transformation into a stand-alone coordination office within the UN Secretariat. The DCO is responsible for overseeing the resident coordinator system and operates under the collective ownership of the United Nations Sustainable Development Group (UNSDG). The office aims to enhance the effectiveness of the UN's development efforts and is committed to achieving sustainable development goals across various member states. The DCO employs a diverse team of professionals and collaborates with multiple UN agencies, funds, and programs to ensure a coordinated approach to development operations.

Job Overview:
The Data Analyst position is situated within the Data and Digital Solutions Section of the DCO in New York. The incumbent will report to the Chief of Data and Digital Solutions and is tasked with transforming data into actionable insights that inform business decisions and solutions. This role involves creating data-driven products that assist colleagues in identifying and communicating trends and patterns, thereby supporting evidence-based decision-making and strategy execution. The Data Analyst will also be responsible for establishing and maintaining relationships with various stakeholders, including counterparts and technical staff, to manage the development and implementation of databases, data collection systems, and analytics strategies that enhance statistical efficiency and quality. The position requires a proactive approach to collaboration with UN departments and external organizations to exchange information and best practices.

Duties and Responsibilities:
The Data Analyst will manage the development and implementation of databases and data collection systems, ensuring statistical efficiency and quality. Key responsibilities include leading the identification and analysis of trends using statistical methods, conducting full data lifecycle analysis, translating organizational needs into analytics requirements, and overseeing data visualization strategies. The incumbent will implement data analytics projects, manage outreach and communication materials, collaborate with colleagues to identify data needs, and communicate findings to non-technical stakeholders. Additionally, the Data Analyst will evaluate data outputs for technical proficiency, lead capacity-building activities, design and deliver training on data analytics, and manage team activities, including hiring and performance evaluation. The role also involves managing resources within budget constraints and performing data analytics for audits.

Required Qualifications:
Candidates must possess a strong foundation in data manipulation and analysis, including knowledge of data structures and statistical methods. The ability to perform quality assurance on data outputs and assess data accuracy through validation is essential. Candidates should demonstrate analytical thinking and the ability to translate business requirements into technical solutions. Professionalism, accountability, and teamwork are critical competencies for this role, as the Data Analyst will work collaboratively with colleagues to achieve organizational goals and support a positive team culture.

Educational Background:
An advanced university degree (Master's degree or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or a related quantitative field is required. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) combined with qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven (7) years of progressively responsible experience in data analysis and manipulation is required. Candidates should have demonstrated knowledge of the data lifecycle, including data collection, wrangling, analysis, visualization, deployment, monitoring, and reporting. Experience in database management, particularly in extracting, transforming, and loading data from various sources, is essential. Familiarity with relational databases (SQL) and programming languages such as Python and R is desirable, as is experience with data visualization tools like Tableau, Power BI, and Qlik. Candidates should also have experience in developing and executing training programs tailored to different audiences.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is considered an advantage. Fluency is defined as a rating of 'Fluent' in all four areas: reading, speaking, writing, and understanding, while 'Knowledge of' indicates a rating of 'Confident' in two of the four areas.
