Job Overview:
The Accounting Officer position is crucial for supporting the review and management of financial accounts within the IOM missions. The successful candidate will work under the supervision of the National Accounting Officer and the National Regional Accounting Officer, ensuring compliance with IOM’s accounting regulations and policies. This role involves providing integrated financial and accounting support, reviewing project financial reports, and ensuring that all financial activities align with the established guidelines. The candidate will also be responsible for enhancing existing financial reporting systems and processes, thereby improving efficiency and compliance with donor agreements. The position requires a proactive approach to financial management, ensuring that all financial reporting is accurate and timely, and that any discrepancies are addressed promptly. The role may also involve travel to Country Offices as needed to provide support and training.

Duties and Responsibilities:
  • Support the review of Missions’ accounts, including general accounting work and project financial report reviews.
  • Ensure compliance with IOM’s accounting regulations and policies, particularly for project financial reports.
  • Provide guidance to Country Offices (CO) and Regional Offices (RO) on accounting and financial matters.
  • Recommend enhancements to existing reports and systems to improve processes.
  • Review project financial reports for compliance with donor agreements and reconcile with PRISM Financials.
  • Prepare interest income calculations for projects as required by donors.
  • Assist Regional Accountants in assessing COs' risk profiles based on performance in project financial reporting.
  • Provide timely information to donors and auditors regarding project financial reporting.
  • Escalate material findings to relevant supervisors and provide updates on critical issues. 1
  • Assist in monitoring the timely completion of monthly accounts closure and provide guidance on closing accounts. 1
  • Participate in training programs for COs and ROs on project financial reporting. 1
  • Provide support in training newly hired staff on accounting processes. 1
  • Ensure timely updates of tasks in FinCoorP and contribute to process improvements. 1
  • Perform other accounting functions as required.

Required Qualifications:
  • Completed university degree in Finance, Accounting, or a related field from an accredited institution.
  • A minimum of 3 years of relevant work experience; or a high-school diploma with 5 years of relevant experience.
  • Certification as a Public Accountant (CPA) or equivalent is an advantage.
  • Experience in audit and familiarity with SAP/Oracle systems are advantageous.
  • Strong knowledge of accounting systems, IPSAS, and internal controls.
  • Proficiency in MS Office applications and strong analytical skills are essential.

Educational Background:
Candidates must possess a completed university degree in Finance, Accounting, or a related field from an accredited academic institution. Accredited institutions are those listed in the UNESCO World Higher Education Database. A high-school diploma combined with relevant work experience may also be considered. Certification as a Certified Public Accountant (CPA) or equivalent is considered an advantage for this position.

Experience:
The position requires a minimum of 3 years of relevant work experience in accounting or finance. Candidates with a high-school diploma must have at least 5 years of relevant experience. Experience in audit is considered an advantage, as is familiarity with accounting software such as SAP or Oracle. The candidate should demonstrate a solid understanding of accounting principles and practices, particularly in the context of international public sector accounting standards.

Languages:
Fluency in English is required for this position. Knowledge of a second official UN language is desirable and may enhance the candidate's qualifications.

This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for the Philippines will be considered. The appointment is contingent upon medical fitness certification, verification of residency, and compliance with government regulations. Vaccination against COVID-19 is mandatory for IOM personnel. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
