Job Overview: The Procurement Officer (Business Intelligence) position is crucial for ensuring timely, efficient, and effective procurement of goods and services within the FAO. This role is located in the Procurement Service (CSLP) in the LogisticsServices Division (CSL) at FAO headquarters in Rome, Italy. The officer will report to the Procurement Officer (Monitoring and Compliance) and will be responsible for ensuring that procurement activities comply with FAO's established policies and procedures, reflecting best practices for public procurement. The officer will play a key role in advising requisitioning units on procurement issues, preparing solicitation processes, and conducting market research to keep abreast of market developments. The position also involves contributing to the development of training materials and promoting best practices at FAO headquarters and decentralized offices.
Duties and Responsibilities: The duties and responsibilities of the Procurement Officer (Business Intelligence) include planning, developing, and supporting all procurement and contractual aspects of significant complexity. The officer will advise requisitioning units on a full range of procurement issues, providing support and guidance at all stages of the procurement cycle, and ensuring objectives are met under tight deadlines. Responsibilities also include preparing solicitation processes, drafting tendering documents, identifying sourcing strategies, and ensuring the solicitation process is fair and transparent. The officer will participate in site inspections, bidder's conferences, and contract negotiations, conduct market research, and contribute to updating procurement policies. Additionally, the officer will ensure the implementation of corporate initiatives in line with the Corporate Environmental Responsibility Strategy, provide guidance to new staff, prepare monitoring reports, and perform other duties as required.
Required Qualifications: Candidates must possess an advanced university degree in law, business/public administration, finance, economics, commerce, information management, or a related field. A minimum of five years of relevant experience in procurement-related activities is required, including at least two years in public procurement and experience working with data analytics and visualization tools such as Excel and Power BI. Candidates should demonstrate knowledge of internationally recognized procurement standards and experience in public sector procurement, preferably at the international level. Experience in developing analytic dashboards and implementing ERP or digital procurement solutions is desirable.
Educational Background: An advanced university degree in a relevant field such as law, business/public administration, finance, economics, commerce, or information management is required for this position. This educational background is essential to understand the complexities of procurement processes and to effectively engage with various stakeholders.
Experience: Candidates should have a minimum of five years of relevant experience in procurement-related activities, with at least two years specifically in public procurement. Experience working with data analytics and visualization tools is also necessary. The ideal candidate will have experience in more than one location or area of work, particularly in field positions, and should have a strong background in corporate environmental responsibility.
Languages: A working knowledge (proficiency – level C) of English is mandatory, along with intermediate knowledge (intermediate proficiency – level B) of another FAO official language, which could be Arabic, Chinese, French, Russian, or Spanish. Proficiency in French and/or Spanish is considered an asset and may enhance the candidate's qualifications.
