Job Overview: The Evaluation Specialist, Humanitarian (P4) plays a crucial role in supporting the evaluation of Level 3 (L3) responses within UNICEF's broader humanitarian portfolio. This position operates under the guidance of the Director of Evaluation and the supervision of the Senior Evaluation Specialist. The Evaluation Specialist is responsible for ensuring that evaluations are conducted objectively, systematically, and impartially, assessing whether UNICEF is achieving its humanitarian action results. The role is particularly critical for measuring the outcomes of UNICEF's investments in L3 responses, especially in sectors where UNICEF has taken a global leadership role. The results from these evaluations will inform strategic investments aimed at meeting the Core Commitments for Children in Humanitarian Action (CCCs) and other global commitments.
Duties and Responsibilities:
Manage and oversee individual humanitarian evaluations and other evaluative exercises, ensuring alignment with UNICEF’s evaluation standards.
Conduct background document reviews, develop terms of reference, recruit consultants, select evaluation designs, facilitate team meetings, and manage consultants.
Provide technical support to regional and country offices for L2 and L1 humanitarian evaluations.
Participate in and co-manage inter-agency humanitarian evaluations, providing feedback and liaising with internal and external stakeholders.
Lead efforts on humanitarian themes, including methodological development and research studies.
Contribute to strengthening the Evaluation Office and UNICEF’s evaluation function, developing guidance and innovative data collection systems.
Ensure the delivery of the Evaluation Office Work Plan.
Required Qualifications:
An advanced university degree (Master's) in social science, public policy, international affairs, public health, or a related field.
A minimum of eight (8) years of professional experience in humanitarian evaluation, with knowledge of inter-agency evaluations.
Experience managing evaluations and coordinating across multiple stakeholders.
Strong organizational skills, tact, diplomacy, and emotional intelligence to engage with diverse stakeholders.
Proven ability to foster collaboration and work effectively in multicultural teams.
Educational Background: Candidates must possess an advanced university degree (Master's) in a relevant field such as social science, public policy, international affairs, or public health, which is essential for understanding the complexities of humanitarian programs.
Experience: The position requires at least eight (8) years of professional experience in humanitarian evaluation, with a strong emphasis on knowledge of inter-agency evaluations. Candidates should have prior experience managing evaluations and coordinating efforts across various stakeholders, demonstrating a proven track record in the field.
Languages: Fluency in English is mandatory. Knowledge of other official UN languages such as Arabic, Chinese, French, Russian, or Spanish is considered an asset, enhancing communication and collaboration in diverse environments.
