Job Overview:
The Evaluation Consultant will be responsible for conducting a Terminal Evaluation of a project focused on chemicals and waste management. This evaluation aims to assess project performance in terms of relevance, effectiveness, and efficiency, while determining the outcomes and impacts stemming from the project, including sustainability. The consultant will work closely with the Evaluation Manager and the Director of the Evaluation Office, ensuring that the evaluation process is thorough and participatory. The consultant will also be tasked with drafting the Main Evaluation Report and preparing an Evaluation Brief summarizing key findings and lessons learned. This role requires a strong understanding of environmental issues, particularly in relation to chemicals and waste, and the ability to engage with various stakeholders effectively.

Duties and Responsibilities:
The consultant's duties include managing the overall evaluation process, conducting data collection and analysis, and ensuring timely delivery of outputs. Specific responsibilities involve conducting desk reviews, performing in-depth interviews with project stakeholders, and maintaining regular communication with the Evaluation Manager regarding progress and any issues encountered. The consultant will draft the Main Evaluation Report, ensuring coherence and consistency with guidelines, and prepare a Response to Comments annex. Additionally, the consultant will maintain positive relationships with evaluation stakeholders, ensuring a participatory evaluation process while upholding independence.

Required Qualifications:
Candidates must possess a first-level university degree in environmental sciences, international development, public policy, or a related field. An advanced degree in these areas is desirable. A minimum of 9 years of technical evaluation experience is required, with a preference for experience evaluating large, regional, or global programs using a Theory of Change approach. A broad understanding of sound management of chemicals and waste, as well as policy formulation, is desired. Familiarity with the UN system and UNEP's work is an added advantage.

Educational Background:
The position requires a first-level university degree in relevant fields such as environmental sciences, international development, or public policy. An advanced degree in these areas is considered an asset, indicating a higher level of expertise and knowledge in the subject matter.

Experience:
The consultant should have at least 9 years of relevant experience in technical evaluation, particularly in evaluating large-scale programs. Experience using a Theory of Change approach is preferred, as it demonstrates the ability to assess complex projects effectively. The consultant should also have a good understanding of the management of chemicals and waste, as well as experience in policy formulation.

Languages:
Fluency in oral and written English is mandatory for this consultancy role, as English is one of the working languages of the United Nations Secretariat. A working knowledge of French is desirable, which would enhance communication with a broader range of stakeholders and facilitate collaboration within the UN system.
