The UNEP Law Division is specifically tasked with carrying out UNEP's functions in the field of environmental law, governance, and related policy issues, including multilateral environmental agreements (MEAs). Established to promote environmental rule of law, the Law Division leads UNEP’s role as Secretariat to the Fifth Montevideo Programme on the Development and Periodic Review of Environmental Law (Montevideo Programme V), which is a ten-year intergovernmental programme adopted by the UN Environment Assembly in March 201
  • The Montevideo V Programme aims to strengthen capacities in countries and contribute to the environmental dimension of the 2030 Agenda for Sustainable Development. The consultancy will support the implementation of the project “Environmentally sounder and safer waste management frameworks in Africa,” funded by the United Nations Development Account (UNDA), in partnership with the United Nations Human Settlements Programme (UN-Habitat).

Job Overview:
The consultant will play a crucial role in improving Nigeria’s institutional and legislative frameworks related to waste management, with a particular focus on the informal labor sector. The position involves conducting comprehensive assessments of existing frameworks, identifying gaps, and proposing actionable recommendations for reform. The consultant will be responsible for drafting reports based on field studies, stakeholder consultations, and desk research, ensuring that the recommendations align with international labor and health standards. This role requires collaboration with various stakeholders, including UNEP and UN-Habitat, to facilitate workshops and consultations aimed at validating findings and integrating stakeholder feedback into the final recommendations. The consultant will also be expected to prepare and deliver presentations on their work, ensuring effective communication of the project's objectives and outcomes.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including: (i) Drafting a comprehensive report on the gaps and needs of Nigeria's legislative and institutional frameworks related to waste management, incorporating findings from a field study, the Waste Wise Cities Tool (WaCT) application by UN-Habitat, and additional desk research. (ii) Developing a report on specific measures for the labor workforce in waste management, considering international labor and health standards. (iii) Creating recommendations for reforming Nigeria’s legislative and institutional frameworks based on the gaps and needs assessment, ensuring that the informal labor sector is adequately addressed. (iv) Facilitating stakeholder consultations and validation workshops with national and local stakeholders to assess the impact of existing regulatory frameworks and identify necessary adjustments. (v) Collaborating closely with UNEP, UN-Habitat, and other stakeholders, providing regular updates on progress, and completing any additional tasks assigned under the project.

Required Qualifications:
The position requires a Bachelor’s degree in Nigerian law, with a specialization in environmental law/policy, waste management law, or other relevant qualifications. A minimum of two years of progressively responsible experience in the field of environmental law/policy in Nigeria is essential. Additionally, experience in research and analytical report writing on legal and policy issues related to waste management is desirable, indicating a strong background in the subject matter.

Educational Background:
Candidates must possess a Bachelor’s degree in Nigerian law, specifically focusing on environmental law or policy, or waste management law. This educational background is critical for understanding the legal frameworks and policies that govern waste management in Nigeria, as well as for effectively contributing to the development of recommendations for reform.

Experience:
The consultant should have at least two years of progressively responsible experience in the field of environmental law or policy within Nigeria. This experience should include a strong emphasis on waste management issues, demonstrating the ability to analyze and address legal and policy challenges in this area. Familiarity with research methodologies and report writing is also necessary to fulfill the responsibilities of the position effectively.

Languages:
Fluency in oral and written English is mandatory for this position, as effective communication is essential for drafting reports, facilitating consultations, and collaborating with stakeholders. Proficiency in additional languages may be considered an asset but is not required.
