Job Overview: The consultant will conduct a rapid gender analysis of the Education Sector in Guinea-Bissau, aimed at informing the development of the Global Partnership for Education’s System Transformation (STG) application package. This role involves collaboration with the Ministry of Education, Higher Education and Scientific Research (MENESIC) and various education partners. The consultant is expected to provide insights and recommendations on how the education sector strategies address gender-related barriers to education, assess the effectiveness of existing policies, and propose actionable recommendations to enhance gender equity in education. The analysis will cover pre-school and basic education levels, focusing on identifying socio-cultural and financial barriers that hinder access to quality education for marginalized girls and boys.
Duties and Responsibilities:
Develop a comprehensive timeline and methodology for data collection and analysis, including qualitative and quantitative methods.
Conduct a desk review of existing laws, policies, and strategic documents related to education and gender in Guinea-Bissau.
Identify key stakeholders for interviews and consultations, including government agencies, NGOs, teachers, parents, and community leaders.
Review the curriculum and teaching materials to assess gender sensitivity and transformative aspects.
Collect qualitative data through interviews, focus groups, and site visits to gather insights on gender-related barriers in education.
Analyze quantitative data from the Education Management Information System (EMIS) and other relevant sources.
Develop a comprehensive gender analysis report that includes findings, recommendations, and case studies highlighting barriers to education for adolescent girls.
Present findings to stakeholders for validation and collaborate on a roadmap for implementing recommendations, including monitoring and evaluation frameworks.
Required Qualifications:
An advanced university degree (Master’s or higher) in social and behavioral sciences, gender studies, or a related field is required.
Demonstrated experience in conducting gender analyses, preferably in the education sector.
A minimum of 5 years of relevant professional experience in developing, implementing, and evaluating social and behavioral change strategies.
Proven ability to manage social research using quantitative, qualitative, and participatory methods.
Familiarity with the Guinea-Bissau education context or similar low and middle-income countries is desirable.
Experience working with UN organizations is a plus.
Strong analytical skills and proficiency in data analysis software are required.
Educational Background: Candidates must possess an advanced university degree (Master’s or higher) in a relevant field such as sociology, anthropology, communication for development, gender studies, or psychology. Alternatively, a first university degree combined with two additional years of professional experience may be accepted in lieu of an advanced degree.
Experience: The position requires a minimum of 5 years of relevant professional experience in the field of gender analysis, particularly within the education sector. Candidates should have a proven track record in developing and implementing strategies that address social and behavioral change, as well as experience in managing social research and evaluations.
Languages: Fluency in English and Portuguese is mandatory, as the final reports and presentations will need to be submitted in both languages. Knowledge of additional languages relevant to the local context may be considered an asset.
Additional Notes: The consultancy is expected to be short-term, with specific deliverables outlined for each work assignment. The consultant will be required to submit a financial proposal that includes all-inclusive fees for at least 22 days of work in Guinea-Bissau.
