Job Overview: The Consultant will play a crucial role in the IOM's project aimed at combating human trafficking in Nigeria. This project, funded by the Swiss government, focuses on enhancing the capabilities of criminal justice officials through training and the development of contextualized training manuals. The Consultant will be responsible for revising these manuals to ensure they are aligned with national legislation and international best practices. The position requires a deep understanding of victim-centered approaches to the investigation and prosecution of trafficking cases. The Consultant will also facilitate workshops and training sessions, fostering collaboration between Nigerian and European officials to share knowledge and best practices in handling trafficking cases. The role is expected to last for a duration of 9 months, during which the Consultant will engage with various stakeholders to improve the overall response to human trafficking in Nigeria.
Duties and Responsibilities: The Consultant's duties will include developing a comprehensive work plan and methodology for the consultancy, conducting desk research to gather relevant data, and submitting an inception report. The Consultant will revise training manuals on investigating human trafficking cases, ensuring they reflect national contexts and emerging issues. They will develop a facilitator's guide and detailed instructions for training sessions, including methodologies for various activities. The Consultant will facilitate three training sessions, including one workshop specifically for investigators and two joint workshops for both investigators and prosecutors. Additionally, the Consultant will undertake necessary travel to fulfill the tasks and will draft and submit a comprehensive final report upon completion of the assignment.
Required Qualifications: Candidates must possess an advanced university degree in law, criminology, or related social sciences. A minimum of fifteen years of experience in criminal investigation is required, with specific experience in training on trafficking investigations. Candidates with a first-level university degree must have at least twenty years of experience. Demonstrated experience in developing training manuals and executing training programs is essential, along with expertise in investigating transnational organized crimes. Knowledge of the dynamics of trafficking in persons and smuggling of migrants in Nigeria is crucial, as is experience in coordinating complex programs involving multiple stakeholders.
Educational Background: An advanced university degree from an accredited institution in law, criminology, or related social sciences is required for this position. This educational background is essential to ensure that the Consultant has the necessary theoretical knowledge and understanding of the legal frameworks surrounding human trafficking and criminal investigations.
Experience: The position requires a significant level of experience, specifically fifteen years in criminal investigation, or twenty years for candidates with a first-level university degree. This experience should include a strong focus on training related to the investigation of trafficking cases, as well as demonstrated expertise in the investigation of transnational organized crimes. Candidates should also have experience in liaising with governmental authorities and other institutions, showcasing their ability to navigate complex environments and collaborate effectively with various stakeholders.
Languages: Proficiency in English is mandatory, as it is one of IOM's official languages. Knowledge of French and Spanish is considered an asset and may enhance a candidate's application. Additional Notes: The consultancy is subject to funding confirmation and the candidate's medical fitness for appointment. Vaccination against COVID-19 is required for IOM personnel, and candidates may need to provide proof of vaccination. Consultants engaged in home-based consultancy who do not need to travel are exempt from providing vaccination records. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational incidents. Candidates are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM maintains a zero-tolerance policy on conduct incompatible with its objectives, including discrimination and harassment.
