Job Overview:
The position of International Consultant for Management-Led Terminal Review involves providing a comprehensive assessment of two GEF-funded projects in Mauritania and Iraq. The consultant will be responsible for conducting a Management-Led Terminal Review (MLTR) that evaluates the performance of these projects, focusing on their sustainability, operational efficiency, and the effectiveness of their implementation strategies. The consultant will analyze the 'theory of change' or 'impact pathways' used by the projects and review evidence of actual or potential achievements. This role requires a collaborative approach, engaging with various stakeholders, including Executing Agencies, National Government focal points, and members of the project steering committee. The consultant will also conduct field missions as necessary and ensure that the MLTR report adheres to UNEP and GEF requirements, providing credible and reliable information that can inform future project designs and implementations.

Duties and Responsibilities:
The consultant will undertake a variety of tasks under the supervision of the Portfolio and Task Manager, including: reviewing UNEP policies and procedures for Management-Led Terminal Evaluations; conducting a desk review of relevant background documentation, project design documents, and project reports; interviewing key stakeholders such as the UNEP Task/Portfolio Manager, project management team, and representatives from civil society; preparing an inception report, preliminary findings note, and draft and final review report; delivering virtual presentations to stakeholders; and incorporating feedback from project beneficiaries and stakeholders into the final documents. The consultant is expected to provide a detailed MLTR approach, including the rationale for the methods used and an assessment of the challenges and strengths encountered during the review process.

Required Qualifications:
Candidates must possess an advanced university degree in environmental studies, environmental management, environmental protection, international development, or a related field. A minimum of 8 years of experience in environmental-related programs or projects, including development, monitoring, and evaluation, is required. Additionally, experience in evaluating complex national, regional, or global programs, particularly using the Theory of Change approach, is desired. A broad understanding of the challenges faced by least developed and developing countries is highly desirable, as is experience evaluating projects within UN settings or Global Environment Facility (GEF) projects.

Educational Background:
An advanced university degree in environmental studies, environmental management, environmental protection, international development, or a related area is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical understanding of environmental issues and project management.

Experience:
The position requires at least 8 years of relevant experience in environmental-related programs or projects, particularly in development, monitoring, and evaluation. Candidates should have a proven track record of evaluating complex programs and should be familiar with the Theory of Change approach. Experience in UN settings or with GEF projects is highly desirable, as it indicates familiarity with the specific challenges and requirements of international environmental projects.

Languages:
Fluency in both oral and written English is required for this consultancy, as English is one of the working languages of the United Nations Secretariat. Knowledge of French is considered an advantage, as it may facilitate communication with stakeholders in Francophone regions and enhance the consultant's ability to engage with a broader range of project participants.
