Job Overview: The position of Consultant for Human Rights Analysis focuses on documenting human rights violations experienced by irregular migrant women in Mauritania. The consultant is expected to conduct a thorough analysis of the situation, including the legal, political, and institutional environment affecting these women. The role involves collecting data, conducting field missions, and producing comprehensive reports that include recommendations for improving the conditions of migrant women. The consultant will work remotely but is expected to engage with local stakeholders and present findings during validation workshops. The overall goal is to provide evidence-based recommendations to enhance the protection of human rights for vulnerable migrant populations.
Duties and Responsibilities: The consultant will be responsible for documenting human rights violations faced by irregular migrant women, assessing the impacts of these violations, and identifying trends and incidences of rights deprivation. Key responsibilities include:
Conducting field missions to gather data and insights from affected populations.
Analyzing the legal and institutional frameworks related to migration and women's rights.
Identifying socio-demographic profiles of irregular migrant women and girls, including age, origin, and socio-economic status.
Proposing human rights-based approaches to promote inclusive migration policies.
Identifying data gaps and recommending actions for stakeholders, particularly the Office of the High Commissioner for Human Rights (OHCHR).
Preparing interim and final reports that incorporate feedback from validation workshops.
Presenting findings and recommendations to relevant stakeholders.
Required Qualifications: Candidates must possess an advanced university degree (master's or equivalent) in law, political science, international relations, social sciences, or a related field. A PhD is considered a significant advantage. Alternatively, a first-level university degree combined with two additional years of qualified professional experience may be accepted in lieu of an advanced degree. Additionally, candidates should have at least 7 years of experience in the protection and promotion of human rights, with proven experience in conducting human rights and gender-based situation analyses with UN agencies. Familiarity with human rights frameworks and methodologies is essential, as is experience in qualitative and quantitative analysis methods, particularly those that include vulnerable women and girls.
Educational Background: An advanced university degree (master's or equivalent) in relevant fields such as law, political science, international relations, or social sciences is required. A PhD is highly desirable. Candidates with a first-level university degree and additional professional experience may also be considered.
Experience: Candidates should have a minimum of 7 years of professional experience in human rights protection and promotion. Experience in conducting human rights and gender analyses, particularly within the context of UN agencies, is crucial. Familiarity with human rights-based approaches and methodologies is also required, along with a solid understanding of the challenges faced by irregular migrant women.
Languages: Fluency in French is mandatory. Knowledge of English and Arabic is considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and resources.
