Job Overview:
The National Consultant will be responsible for developing a comprehensive package of briefing notes that are clear, concise, and engaging, utilizing accurate data to respond to proposals' opportunities. The consultant will work closely with UNICEF colleagues from various sections, including Programme, Resource Mobilization, Programme Monitoring and Evaluation (PME), and finance. The main objective is to create, write, and edit 15 briefing notes, ensuring they include itemized costs, visuals, and infographics. The consultancy will run from February 17, 2025, to April 27, 2025, and the consultant is expected to submit completed topics as they are finalized. The themes for the briefing notes include critical areas such as health, nutrition, education, and child protection, reflecting UNICEF's commitment to addressing the needs of the most vulnerable children in Cameroon.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Reading and analyzing existing documentation provided by the PAC and chiefs of sections.
  • Creating and proposing a standard template for donor briefings, supervising a graphic designer in this process.
  • Identifying key messages for each topic and conducting interviews with focal points.
  • Selecting relevant pictures, maps, infographics, and stories from field abstracts.
  • Writing the briefing notes in either English or French, based on the consultant's preference.
  • Submitting drafts for corrections and finalizing the documents, including layout and translation into the second language. The deliverables will include two template examples, analyzed reference documents, narrative drafts, and final edited translations, all adhering to specified timelines and quality standards.

Required Qualifications:
Candidates must possess an advanced university degree (master’s or higher) in Communication and Advocacy. They should have a working experience of 10 to 15 years in communication and advocacy, demonstrating solid skills in writing for large audiences with accuracy and creativity. The ability to document and write compelling notes from technical documents is essential, along with a rigorous understanding of scientific language issues. Strong collaboration skills are necessary, and fluency in both French and English is required for this position.

Educational Background:
An advanced university degree (master’s or higher) in Communication and Advocacy is mandatory for this consultancy role. This educational background is crucial for understanding the complexities of communication strategies and advocacy efforts necessary for UNICEF's mission.

Experience:
The position requires a significant level of experience, specifically between 10 to 15 years in communication and advocacy.
