Job Overview:
The consultancy aims to develop integrated models and guidelines for Gender-Based Violence Against Women and Girls (GBVAWG) and Reproductive Health (RH) services within healthcare facilities. The consultant will be responsible for mapping current services, conducting needs assessments, and identifying priority areas for integration. The role emphasizes the importance of a human rights-based approach to ensure comprehensive health and protection services for women and girls. The consultant will engage with key stakeholders to gather insights and develop draft guidelines that outline clear roles, responsibilities, and protocols for managing GBVAWG cases. The ultimate goal is to enhance the quality of healthcare services while addressing the needs of survivors of violence and ensuring their safety.

Duties and Responsibilities:
  • Conduct a mapping and assessment of current services provided by UNFPA and its partners, identifying potential areas for integration of GBVAWG and RH services.
  • Perform needs assessments among women at risk of GBVAWG and local service providers to identify gaps in services and challenges in accessing RH and GBVAWG services.
  • Conduct a situational and risk analysis to ensure that integration does not increase risks of GBVAWG or compromise service quality.
  • Determine the capacity of service providers and assess their knowledge and attitudes towards GBVAWG and RH integration.
  • Identify healthcare facilities suitable for integration based on established criteria.
  • Engage with key partners and stakeholders through focus group discussions and consultations to gather feedback on the data collected.
  • Develop draft guidelines and standard operating procedures (SOPs) that include roles, responsibilities, and protocols for managing GBVAWG cases.
  • Organize a national validation workshop to review and refine the draft guidelines/SOPs.
  • Finalize the guidelines/SOPs based on feedback and prepare a comprehensive report documenting the process and recommendations for sustainability and scalability.

Required Qualifications:
The consultant must possess an advanced university degree in social or development sciences, international development, public health, or related fields. Additionally, at least 7 years of experience in development-related program management, coordination, or evaluation is required. Significant knowledge and experience in reproductive health and GBVAWG are essential, along with familiarity with the Egyptian context, structures, and stakeholders. Strong analytical, writing, and communication skills are necessary, including the ability to produce high-quality, practical, and user-friendly guidelines.

Educational Background:
Candidates must hold an advanced university degree in relevant fields such as social sciences, international development, public health, or other related areas. This educational background is crucial for understanding the complexities of GBVAWG and RH integration and for developing effective guidelines and models.

Experience:
A minimum of 7 years of relevant experience in development-related program management, coordination, or evaluation is required. This experience should include significant involvement in reproductive health and GBVAWG initiatives, demonstrating the ability to navigate the complexities of these issues within the healthcare context.

Languages:
Excellent writing and reporting skills in both English and Arabic are mandatory for this position. Proficiency in these languages is essential for effective communication and documentation of the guidelines and reports.
