Job Overview: The Supply Chain Risk Management and Compliance Officer will play a crucial role in the Manila Supply Chain Unit (MSCU) by implementing and promoting effective supply chain risk management and compliance systems. Reporting to the National Supply Chain Officer and working closely with various units within the Supply Chain Division and Headquarters, the successful candidate will be responsible for assessing risks within supply chain processes, developing risk mitigation initiatives, and ensuring adherence to supply chain standards and regulations. This position requires a proactive approach to identifying areas of non-compliance and implementing corrective actions, as well as supporting the development of a learning framework for supply chain management (SCM) within IOM offices. The officer will also facilitate training programs and knowledge-sharing activities to enhance understanding of risk management and compliance with IOM policies.
Duties and Responsibilities:
Promote the implementation of supply chain risk management and compliance systems, structures, and procedures.
Make recommendations for risk treatment action plans and conduct SCM compliance reviews.
Support the Head of the Business Policy and Systems Unit (BPSU) in developing SCM learning frameworks and identifying relevant training programs.
Facilitate training sessions and coordinate knowledge-sharing activities for IOM offices.
Identify and assess risks within supply chain processes at the Regional Office (RO) and Country Office (CO) levels.
Assist in developing risk mitigation initiatives and monitor adherence to supply chain standards and regulations.
Identify areas of non-compliance and suggest corrective actions in coordination with relevant units.
Monitor the implementation of the SCM learning framework and assess the impact of knowledge-sharing activities.
Coordinate the SCD advisory helpdesk and ensure timely and quality responses from subject matter experts. 1
Provide recommendations on tools and mechanisms to monitor compliance with SCM regulations and sustainability practices. 1
Contribute to enhancing internal control systems with clear accountabilities. 1
Facilitate the development of Standard Operating Procedures (SOPs) by collecting feedback from relevant units. 1
Assess training needs and prepare and deliver training programs for colleagues and partners. 1
Perform other duties as assigned.
Required Qualifications:
Bachelor’s degree in business/public administration, supply chain, compliance, or a relevant field with five years of relevant professional experience; or a high school diploma with seven years of relevant professional experience.
Completion of a professional qualification from an internationally recognized body such as CIPS (at least CIPS Level 2) or equivalent UN-recognized certifications is an advantage.
Demonstrated knowledge of internationally recognized supply chain standards, particularly in international procurement techniques.
Experience in providing support and guidance on supply chain aspects, focusing on procurement and logistics.
Educational Background: Candidates must possess a Bachelor’s degree in a relevant field such as business, public administration, supply chain, or compliance. Alternatively, candidates with a high school diploma must have seven years of relevant professional experience. Professional qualifications from recognized bodies, such as CIPS, are advantageous and demonstrate a commitment to professional development in the field of supply chain management.
Experience: The position requires at least five years of experience in procurement or other supply chain management pillars. Candidates should have experience in risk and knowledge management, as well as a demonstrated understanding of internationally recognized supply chain standards. Experience in providing support and guidance to requisition and supply chain staff is essential, particularly in procurement and logistics. Familiarity with Enterprise Risk Management frameworks and Internal Control Frameworks is desired, along with exposure to UN or humanitarian field operations in various geographical locations.
Languages: Fluency in English is required for this position. Knowledge of a second official UN language is desirable and can enhance a candidate's profile, particularly in a multicultural work environment where communication with diverse stakeholders is essential.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for the Philippines will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and compliance with government regulations. Vaccination against COVID-19 is mandatory for IOM personnel. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for 24 months.
